- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The following is a synopsis prepared in accordance with Simplified Acquisition Procedures, and supplemental information included in this notice. The quotation number is N00178-07-Q-1266 and is a request for quotation. This announcement constitutes the only quotation being issued. A written quotation will not be issued. All interested parties shall indicate their interest and capability with their fax quote at (540) 653-7088 or emailed quote to dlgr_nswc_xds11@navy.mil and shall be considered by Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17632 Dahlgren Road, Suite 157, Dahlgren VA 22448-5110. All offerors must be advised that they must be active in the Central Contractor Registration database at http://www.ccr.gov before award can be made. The Government intends to procure, on a small set aside basis, the following; Qty 8 High Resolution, Day-Night Cameras. Cameras must meet the following specifications: 1. Electric Power: 12 VDC, 24VDC, or 120VAC; 2. Size: 6 x 3 x 3 in. (max.): 3. Weight: 26 oz. (max.); 4. Lens Mount: 1 in. C-Mount; 5. Resolution: 1300 x 1000 active pixels (min. per frame); 6. Min. Sensitivity: 0.0005 lux (without frame integration) at minimum frame rate of 15 fps.; 7. Spectral Response: 370 nm to 875 nm; 8. Operating Frame Rate: 15 fps (min.); 9. Operational Temperature: -10 to 50 degrees C; 10. Electronic Features: a) Electronic Shutter b) Automatic and Externally Settable Gain Control c) In-camera RAM buffer for frame capture and integration; 11. Video Output: Camera Link or Ethernet; 12. Camera will include fixed focal length lens capable of producing 70 degree horizontal angle of view. The order shall be a firm fixed price order. Simplified Acquisition Procedures shall apply to this acquisition. Delivery shall be made no later than 31 August 2007 to NSWCDD, Dahlgren VA, 22448-5110. FOB Destination shall apply. Award shall be made on the basis of best value to the Government?s ability to meet the delivery date, price, and past performance. Offer is due 27 July 2007 no later than 2 p.m. (local NSWCDD time) to: Naval Surface Warfare Center, Dahlgren Division, 17632 Dahlgren Road, Suite 157, Dahlgren VA 22448-5110, CODE XDS117, with faxed copies acceptable. The Naval Surface Warfare Center, Dahlgren Division, has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY. Hard copies will not be provided. Vendors should regularly access the NSWCDD Web site to ensure that they have downloaded all amendments.
