Description
This synopsis is posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Government intends to purchase, on a sole source basis in accord with FAR 6.302-1, perpetual right-to-use licenses and updates to systems engineering software, proprietary to Vitech Corporation, 2070 Chain Bridge Rd Ste 320 Vienna VA 22182-2536. The requirement includes the following: (1) licenses and software, quantity 5 each, to CORE 5.1 Systems Engineering Tool Suite/Workstation software, part number WS-50-100; (2) licenses and software, quantity 5 each, to COREsim Workstation Add-on, part number WS-50-110; (3) subscriptions to software updates, term of the subscription to be date of software delivery through 30 September 2007, quantity 5 each, to CORE Workstation, part number MN-00-100; (4) subscriptions to software updates, term of the subscription to be date of software delivery through 30 September 2007, quantity 5 each, to COREsim Workstation Add-on, part number MN-00-110; (5) subscriptions to software updates, term of the subscription to be 1 June 2007 throug h 30 September 2007, quantity 4 each, to CORE Workstation, part number MN-00-100; and (6) subscriptions to software updates, term of the subscription to be 1 June 2007 through 30 September 2007, quantity 4 each, to COREsim Workstation Add-on, part number MN-00-110. Software shall be delivered electronically FOB Destination to NSWCDD within 7 business days after award of order/contract. No other software will satisfy this requirement at this time due to interoperability requirements with current work in progress created using the previous version of CORE. There are also training and other infrastructure considerations. Systems Engineering tools are complex, and require trained users to be effective. CORE is widely used at NSWCDD, and is taught by the educational institutions that provide advanced education in Systems Engineering for the NSWCDD workforce. CORE is approved for use on the NMCI network, and is one of the few known Systems Engineering tools that meets all of the capability requirements for multiple work efforts, which include (1) requirements management, (2) integrated, executable architecture development, to include specifications for all of the DoD Architecture Framework (DoDAF) views, (3) mission decomposition analysis, and (4) integrated document and configuration management. CORE is extremely flexible and extensible, which allows it to be adapted for a variety of different analyses. Continued use of CORE will allow for current work to continue without interruption for retraining or for conversion of previous CORE files to some other application. Consideration may be given to competitive software for possible future use, particularly for Systems Engineering tools that are well-established within the DoD acquisition community and are supported with appropriate training. The Government will consider statements for the immediate requirement, from all responsible sources, which clearly evidence capability to provide the required proprietary items within the required delivery schedule. Capability statements must be submitted via email to DLGR_NSWC_XDS13@navy.mil, must be received NLT 7 days after publication date of this notice, and must reference Quotation Number N00178-07-Q-3038. All responsible sources may submit a quote, however, quotations that are not accompanied by a capability statement that evidences the ability to deliver the items specified herein will not be considered for award. Award is to be made under Simplified Acquisition (FAR Part 13) and Commercial Items (FAR Part 12) Procedures. The Government will not issue a written solicitation as all items are specified in this notice. Closing time and date is 2:00 pm ET on 25 July 2007.
