Description
SOURCES SOUGHT SYNOPSIS issued by NAVFAC Atlantic, Norfolk, Virginia. This is a market survey for written information only to ascertain whether the effort contemplated under this procurement, as set forth in the Draft Statement of Work included below, can be issued competitively, and/or set aside for small business firms. Firms must reply to this announcement in order for the submission to be reviewed by the Government. This is not an announcement for proposals and no contract will be awarded from this announcement. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Standard company brochures will not be reviewed. The applicable NAICS code is 611430. The small business size standard for this NAICS code is $6.5 Million. Firms with an existing ?off-the-shelf? training and education for environmental awareness training to Navy personnel, civilians and contractors who are capable of providing the services described in the enclosed draft statement of work are invited to submit, in writing, sufficient information to demonstrate their ability to fulfill the requirement. Firms responding must provide information on their size status (large, small, or 8(a)) along with their submission. Submissions shall include a demonstration of the available environmental training and training system, include examples and a web link to the proposed system. Submissions shall be succinct and are not to exceed ten (10) standard size typewritten pages. Draft Statement of Work for Online Environmental Awareness Training and Tracking The contractor will provide a web based training platform built primarily for environmental awareness training, but also able to host other more specific training. The system must be available for access by authorized users using a web browser at all times. The contractor shall keep the system operational 24 hours a day 7 days a week. The online training must be accessible by authorized users at naval installation worldwide. The web site shall be customized for each installation where it is being deployed. Customization includes allowing the installations to add base specific instructions, pictures and other content to the training. Customization may also include the addition or removal of some the contractor owned content from installation?s system. Customization does not include development of new training modules by the contractor. The training content provided by the contractor will be specific to the State and Federal environmental regulations applicable at that location. Where it is used outside of the United States, the contractor will ensure that the training is consistent with the Overseas Environmental Baseline Guidance Document and the Final Governing Standards for the appropriate Host Nation. The training will be organized by compliance media and packaged into discrete training modules of approximately 20 minutes each. The modules will include such items as environmental management system, stormwater, PCBs, recycling, solid waste, air emissions, drinking water, wastewater, hazardous materials, hazardous waste, natural resources, pollution prevention, asbestos, EPCRA, petroleum and oils management, SPCC, medical waste, cultural resources, pesticides, and lead based paint. The contractor shall be responsible for the accuracy and completeness of the training on the site. The contractor shall ensure that it provides up to date and accurate information related to State and Federal laws and regulations. The contractor must continually update the content to reflect changes in existing regulations and promulgation of new regulations. The system shall provide a test for each module to document user understanding of the material. User training shall be provided for individuals based upon job function. The system shall identify what modules are required based upon the function being done by the user, i.e. painting, excavation, administration, machining, etc. Based upon a user created profile, the system shall provide an individual training plan for each user. The contractor shall maintain records that track user profiles, usage, comments, and accomplishments. Training records shall be maintained and available for transmission to Navy personnel and training databases. The training system shall integrate its training records with the DoD systems to the maximum extent practicable. The system shall have a dedicated administrative area where designated Navy administrators can download information in area dedicated to contractor shall provide administrative reports related to system usage. The system shall be capable of handling multiple users at a single time. It will be made available to NAVFAC and its Clients via a subscription service. All persons associated with a subscribing installation or NAVFAC component shall have access to the system for training. Access rights will also be granted to government contractors working on a Navy facility. The contractor shall provide customer support related to the system by phone and email. This support shall be prompt and courteous to the users and administrators of the system. SUBMISSION INSTRUCTIONS: Packages are due July 31, 2007.
