- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The proposed contract is set-aside for HUBZONE small business c oncerns. Offers from other than HUBZONE small business concerns will not be considered. The NAICS code is 722310. The SIC is 5812, the small business size standard is 19.0 Million. Those HUBZONE vendors meeting the criteria for this announcement, may reque st in writing, a copy of the actual solicitation W912L2-07-R-0003, issued as a request for proposal. The solicitation includes the provisions and clauses, as well as CLINs, required dates and place of delivery, acceptance, FOB point, Instructions to Offero rs, Evaluation factors, ORCA requirements, and other detailed information as it pertains to the requirement. Priority would normally be given, as required by the Randolph-Sheppard Act, to the State Licensing Agency (SLA). However, the SLA expressed no inte rest in the contract.The Arizona National Guard is soliciting proposals for Commercial Meal Service to be performed at the Government-owned dining facility, Bldg L-4535, located at the Western Army National Guard Aviation Training Site (WAATS), Marana, Ari zona. The contractor shall be required to provide all qualified personnel with the technical abilities, and equipment, subsistence and janitorial supplies necessary to accomplish the requirements of the Statement of Work and all other terms and conditions of the solicitation. A firm, fixed-price, with an economic price adjustment based on the terms as stated in the solicitation, Indefinite delivery, indefinite quantity type contract shall be awarded from this solicitation. One base period of 1 year from the date of award with the Governments option to execute separately, Four additional One year periods are included in this solicitation.The minimum contract amount is $500,000 and the maximum contract amount is $1,000,000.00 (One Million Dollars over the 5 (five) year period). This requirement is solicited as a Request for Proposal using the commercial items process, as per FAR Part 12 and 15.The contractor is required to submit 2 proposals, a technical proposal and price proposal.Failure on the part of the contractor to send both proposals may result in no further consideration being given and the proposal deemed non-responsive. A Site Visit will be scheduled for 10 a.m, July 31, 2007 at the WAATS Facility. Interested parties that meet the criteria of the notice must co-ordinate with this office in order to attend the Site Visit. Names of those wishing to attend the Site Visit, as well as the company they represent, must be provided to the Contracting Officer, well in advance to ensure Security Forces will allow the vendor access to the installation. Evaluation of the proposals shall be based price as the primary factor, with past performance and technical capabilities as secondary factors in order of importance. Proposals are due not later than 17 August 2007, at 2 PM Local time and should be submitted to:USPFO-CONTRACTING, ATTN: Ms. Mary Duncanson, Bldg M5800, Room 106, 5645 E.
