Description
The 92nd Contracting Squadron will be presenting a solicitation for a competitive Firm Fixed Price contract to Service-Disabled Veteran Owned firms for a build only construction project for the Parachute Training Facility, Building 1254 on Fairchild AFB, WA. The following items are a brief summary of the project and are provided solely for the purpose of revealing the general nature of the work involved. The contractor is responsible for accomplishing all items of work in accordance with the applicable drawings, specifications and provisions of the contract. The work consists of, but is not limited to, replacement of the existing direct fired HVAC, control, and fire protection systems and to provide an addition to Bldg 1254 of approximately 3,850 square feet including fire protection, an area for parachute packing, an area for inspection of parachutes, special antistatic flooring. Landscaping and landscape irrigation is also included in the project. Statutory cost limitation of $750,000 in accordance with DFARS 252.236-7006 applies to all work associated with constructing the building addition. The applicable NAICS code is 236220 with a small business size standard of $31,000,000. The magnitude of construction is between $1,000,000 and $5,000,000. As provided by FAR 19.1405 this acquisition is being set-aside for Service-Disabled Veteran Owned contractors. Funds are not presently available to fund this project. If funds become available for current fiscal year (FY07), contract award will be made no later than 30 Sept 07. If FY07 funds are not available, this project is anticipated to be funded with FY08 funds no later than 31 Dec 07. No award will be made under this RFP until funds are available in accordance with FAR 52.232.18, Availability of Funds. Request for proposal may be cancelled and all offers rejected before award, but after proposal closing date, when cancellation is clearly in the Government's best interest. Award of a contract for this solicitation will be based on Price Performance Trade-Off without technical factors and where performance is equal to price. The Government will award a contract resulting from the solicitation to the responsible Service-Disabled Veteran Owned Small Business offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering price and past performance. Offerors will be evaluated utilizing past performance and price trade-off evaluation procedures in accordance with FAR 15.101-1 and MP 5315.3 and as stated in Sections L and M of the Solicitation. All relevant solicitation documents, including specifications and or drawings will be made available for download exclusively from the internet by accessing the Federal Business Opportunity (FBO) Website http://www.fedbizopps.gov. The RFP will be posted on the FBO website on or about 2 Aug 07 and close on or about 4 Sep 07. Paper copies will not be available. Once the solicitation is posted, interested parties must review the website frequently for updates and amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. The closing date and time for submitting proposals will be contained within the solicitation package. All potential sources must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to transact business with the Department of Defense (DOD). Lack of registration in the CCR database and failure to obtain a DUNS number will make an Offeror ineligible for award.
