Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Joint Communications Support Element, Bldg 861, 8532 Marina Bay Drive, MacDill AFB, FL, 33621-5101, requires Access Control Entry equipment to its existing Advantor Systems Corp base integrated monitoring system. The 6th Contracting Squadron intends to make an award to Advantor Systems Corporation, 12612 Challenger Pkwy, Suite 300, Orlando, FL. 32826-2700. Advantor is the manufacturer and sole proprietor of the integrated monitoring system. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within nine days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The Joint Communications Support Element (JCSE), building 861 requires the open process and storing of classified information. As outlined in DoD 5200.1-R, Information Security Program, Appendix G an Intrusion/Access Control System must be approved and in place to ensure all classified information is safeguarded. ADVANTOR Systems Corporation was contracted to install the first phase of the JCSE Intrusion Detection/Force Protection System for building 861. The first phase has been completed and now requires the installation of the system card readers. Advantor products are proprietary and not available from any other source. The card readers must be purchased from ADVANTOR Systems Corporation. To install any other company products would void current warranties with ADVANTOR Systems Corporation, jeopardize the JCSE Intrusion Detection/Force Protection System integrity and possibly cause a major security compromise if the products were not compatible.
