- SOLICITATION NOTICE FOR FA8601-07-R-0045,PROJECT NUMBER ZHTV 050033B, Repair 2nd Floor Fire Suppression/HVAC-Phase II ABW HQ , Facility 30010, Area C, WPAFB. NOTICE: The drawings and specifications posted on the pre-solicitation dated 07 June 2007 were for review only and are hereby within replaced by Revised Project Drawings dated 11 July 2007 and Revised Project Specifications(amended) dated 18 July 2007. NOTICE: Dollar amount has been changed from N/A to, 1M to 5M. NOTICE: Specifications and drawings have been substantially changed and will be posted with the solicitation. Specifications and drawings previously posted were for information only. NOTES: The solicitation, specifications and drawings will be available on the World Wide Web on or about 18 July 2007, at https://www.pixs.wpafb.af.mil. PRESOLICITATION NOTICE for FA8601-07-R-0045, Project Number ZHTV 050033B, Repair 2nd Floor Fire Suppression/HVAC-Phase II ABW HQ , Facility 30010, Area C, WPAFB. Period of Performance is 365 days. The overall estimated price range is between $ 1M and $ 5M. The solicitation is an unrestricted acquisition, full-and-open competition. In accordance with DFARS 252.204-704 ?Required Central Contractor Registration (CCR),? Contractor must be registered in CCR prior to award. Registration may be accomplished at http://www.ccr2000.com/index.cfm, or 1-888-CCR-2423 Fax: 1-703-696-0213. SCOPE OF WORK: This project renovates the interior and installs fire suppression that doesn?t currently exist. It includes complete replacement of the HVAC and electrical systems. The fire alarm is so outdated it cannot be repaired and requires replacement. The requirement for fire suppression/detection carries an FSD 3. The renovation will correct life safety deficiencies such as a conference room with inadequate egress. The project will reconfigure spaces to provide a more efficient use of space. SPECIAL REQUIREMENTS/CONCERNS: No fire suppression currently exists and fire alarms are unreliable. Work is necessary to bring the Wing Headquarters building into compliance with Life Safety Code, Handicapped Access and to reconfigure spaces to provide a more efficient use of space. HVAC and electrical systems require revitalization due to age and addition of ADP equipment. HVAC has failed on several occasions requiring temporary heaters and A/C to be brought in until repairs could be made. The system has been repaired several times but is not expected to be reliable in the future. The mechanical system will remain in operation to serve the first floor. The first floor will remain occupied by the Wing Command Section and ASC/JA during construction. This will require the contractor to provide temporary rigging for the demolition and material delivery. All first floor accesses will have to be maintained during the construction. There will be numerous occasions where the contractor will need to stop performing work to accommodate special events and distinguished visitors. NOTES: 1. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site. 3. There is no fee for this solicitation. 4. A hard copy of the solicitation will be available for review at Dayton Builders Exchange, Minority Contractor Business Assistance Program, and F.W. Dodge Division in Dayton, OH. 5. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 6. Contractors shall be capable of securing bonding for the total proposed amount. 7. You shall provide a signed copy of the SF 1442 by the proposal closing date specified in the solicitation. 8. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at risk and expense of the contractor.
