- It is the intent of the Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico to negotiate a sole-source with American Red Cross Puerto Rico Region, GPO Box 366046, San Juan, Puerto Rico, 00936-6046, for blood and blood components, pursuant to authority 41 U.S.C.253 (C)(1) under FAR 6.302-1(a)(2) (Only one responsible source and no other supplies or services will satisfy agency requirements.); but also invited other prospective sources to submit proposals that may be considered. VA anticipates an award of a Requirement Contract. This contract will be for one base period beginning August 1, 2007 thorough September 30, 2007 with two renewal option terms of 12 months for each period. Contractor must be able to provide all necessary blood and blood components services, emergency and non-emergency basis, to eligible beneficiaries of the Department of Veterans Affairs in suitable containers, delivered FOB Destination within consignee's premises in such quantities and at such times as may be required to the (VACHS), Pathology and Laboratory Medical Services. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service, meets qualification requirements at the time of award. This synopsis is not considered a request for proposal or quotation. No solicitation document is available and telephone request will not be honored. No contract will be awarded on the basis of offer received in response to this notice, but will be used to determine if a comparable source of offerors are available and more advantageous to the Government. If no affirmative written response is received within 5 days after date of publications of this synopsis, award will be issued without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
