Description
The Portland Veteran's Administration Medical Center (PVAMC) has a requirement for an Architecture and Engineering firm to evaluate the current condition of the approximate 50 air handlers all manufactured by Flackt located at PVAMC and design upgrades that will extend the life cycle for an additional 20 years. The design upgrade is expected to address new energy efficient motors, updated fans, correction of rusted housings, heating/cooling coil replacements, damper/filter section repairs, and humidification issues, to name a few. This is not an all inclusive list. The magnitude of the subsequent construction contract is expected to be between $2,000,000 and $5,000,000. This procurement is issued using the procedures of FAR Part 36.601 and will result in award of a fixed price service contract. The following evaluation criteria shall be strictly adhered to: FAR 36.602-1(1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location-In order to be considered for award, an A&E firm must have an established branch in the general geographical area of the project (within a 50 mile radius) and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria. and VAAR 836.6. 1) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. 2) Record of significant claims against the client because of improper or incomplete architectural and engineering services. 3) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. In addition to the above, potential contractors must be registered in CCR at time of submission of their qualifications in order to be considered for an award. This procurement is issued as full and open, all interested parties may forward their SF 330 Parts I and II, as applicable, for consideration; via email to Ruth.Richmond@va.gov on or before 31 Aug 2007 at 4:00 PM (PDT). The performance period will be established at time of award and will be based on an allowance of 9 months to complete the design. Award is expected on or about 10 Sep 2007.
