Description
Office of Acquisition FedBizOpps Notification Date: 07/18/2007 Action Synopsis Competitive or Single Source Small Business: Competitive The Department of Homeland Security, Transportation Security Administration (TSA) will be soliciting potential sources to aid in its conduct of oversight inspection of operational programs, procedures, and policies for the Federal Air Marshals Service, Federal Security Directors and TSA Headquarters to evaluate the efficiency of operations and their adherence to policy. This requirement is to provide 1 full time contract manager and up to 24 other contractor personnel (as needed) for approximately 30 airports and or Federal Air Marshal inspections and approximately 50 internal reviews. The primary skills needed are experience dealing with financial crimes and or/contract fraud and or providing protection to people, facilities and or information systems, and skill in report preparation. The government intends to award a Labor Hour (LH) type contract. It is anticipated that the period of performance will be for one base plus three one-year options. The Request for Proposal (RFP) will only be available through http://www.fbo.gov. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror?s responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments that may follow. The final RFP should be available for downloading on or about seven calendar (7) days after publication of this announcement. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests for diskettes or other inquiries will not be honored. Requests may be made via email at Gloria.Uria@dhs.gov or fax number (571) 227-2913. Offerors are cautioned to include the Solicitation Number HSTS03-07-R-INS018 on all documentation submitted in response to this requirement. Written technical proposals and business proposals will be required approximately 30 days following the RFP issue date. Contract award will be based on best-value tradeoff analysis that will result in best value to the Government where technical merit is significantly more important than cost/price. The estimated award date is September 10, 2007. TSA conducted a Sources Sought for this requirement to determine the interest and ability of the small business sector in fulfilling this requirement is adequate.
