- NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT, Per FAR 6.302-1, it is the Government's intent to award sole source contract to North Country Resources, Inc. This SUBJECT procurement will initiate facilitation, coordination and documentation services regarding the Bighorn Sheep Viability issues facing the Intermountain Region of the Forest Service. Issues to be dealt with include disease transmission between domestic sheep and bighorn sheep, the associated research literature, and how to maintain separation between the two sheep species. Initially the work will center around the appeal decision on the FEIS for the Payette Forest Land and Resource Management Plan (LRMP) and the direction within that decision. The Payette is undergoing an analysis that will supplement the EIS and result in an amendment to the LRMP. Involved in the facilitated discussion are Cooperating State Agencies and Tribal Governments. Included in the discussion will be viability of bighorn sheep populations on the Payette and the effects domestic sheep grazing on the permitted allotments are having to the bighorn sheep. Also included will be discussions regarding strategies to maintain separation of the sheep species given overlap of the permitted allotments and the bighorn sheep habitat. This is not a formal solicitation. This notice constitutes the only notice. The Government encourages all interested parties who believe they can meet this requirement to submit in writing, complete information describing their ability to meet to provide said requirement. Information received as a result of this notice will be considered for the sole purpose of determining whether to conduct a competitive procurement. If no affirmative written responses are received by 4:00p.m. (MST), July 30, 2007, a sole source contract will be awarded to North Country Resources, Inc.
