- This in an annual requirement for bulk fuels (JP8, EN590 and EN228) in support of the Foreign Military Sales (FMS) program. The estimated requirements are: Turbine Fuel, Aviation (JP8), NSN: 9130-01-031-5816, Quantity: 93,100,000 USG; Diesel Fuel Oil (EN590), NSN: 9140-99-910-0459, Quantity: 24,000,000 USG; and Gasoline Automotive (EN228), NSN: 9130-01-423-0939, Quantity: 15,000,000 USG. The delivery period for all products is November 1, 2007 through October 31, 2008. Contracts may be awarded with a one-year option period for the same quantities. All delivery periods include a 30-day carry over. Fuels will be lifted from an East/Gulf Coast port or the U.S. Possessions of Puerto Rico or the Virgin Islands, FOB origin. Awards are subject to availability of funds. This solicitation will be available on the Federal Business Opportunities web site (www.fedbizopps.gov) and the DESC home page (www.desc.dla.mil). A posting notice will be sent to firms on the solicitation mailing list on the date the FMS RFP is issued and posted on the DESC homepage. All responsible sources may submit a proposal, which will be considered. If you intend to submit an offer, you are requested to return a completed and signed Offeror Submission Package to the DESC Bid Custodian before the closing date and time at facsimile number (703) 767-0488. E mail offers are also acceptable and may be submitted to: BulkFuelsBidCustodian@dla.mil . The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in English and in U.S. dollars.
