- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for proposal (RFP) No. AG-02NV-S-07-0023; proposal due date is June 18, 2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 14, effective as of 5/22/03. Non-manufacturers must furnish in the performance of the contract, the product of a small business manufacturer, which end product must be manufactured or produced in the United States. Small size standard for the manufacturer of the item would be 500 employees. Quantity and Unit of Measure is 2 Each. Price proposal shall include delivery to FOB location shown for each item. SPECIFICATIONS FOR ITEM 1: FOB 1 unit to Idaho Falls, Idaho. FOB 1 unit to McCall, Idaho. 1) GENERAL: All equipment and accessories will conform to all applicable U.S. Federal Motor Vehicle Safety Standards (FMVSS) in effect on the date of manufacture. Equipment offered will be a standard production model offered by the manufacturer for a minimum of 5 years. 2) CAPACITY: Gross Vehicle Weight Rating (GVWR) 68,100 lbs. minimum. Trailer Weight - 13,350 lbs. minimum. Gross Axle Weight Rating (GAWR) 55,500 lbs. minimum. 3) DIMENSIONS: Overall length shall be 36 feet 7 inches. Overall deck length shall be 30 feet. Tilt deck length shall be 25 feet. Stationary Deck length shall be 5 feet. Deck Height (loaded) shall be 39 inches. Axle spacing shall be 54 and one half inches. Deck loading angle shall be 14 degrees. Deck width shall be 102 inches. Tongue length shall be 6 foot 4 inches. Hitch height shall be 25 inches to 36 inches. Hitch to rear axle shall be 25 feet 9 inches. Front of deck to center axle shall be 14 foot 8 inches. 4) CONSTRUCTION: Main frame: To be 12 feet x 4 feet x three eighths inch tubular steel, ASTM Structural A500-Grade B (58,000 psi tensile, 46,000 psi yield), from the front of trailer to the lead axle assembly. The remainder of the main frame shall be 10 feet x 4 feet x three eights inch tubular steel, ASTM Structural A500-Grade B (58,000 psi tensile, 46,000 psi yield). Main frame cross members shall be 12 feet x 4feet x one quarter inch tubular steel, ASTM Structural A500-Grade B (58,000 psi tensile, 46, 000 psi yield). spaced a maximum of 48 inches. Deck shall be 4-beam longitudinal construction. There shall be two perimeter rails and two inside beams. Perimeter frame rails shall be full length for each deck. They shall be a formed C channel, 10 feet x 4 inches x one quarter inch steel ASTM A656 Gr. 80 (95,000 psi tensile, 80,000 psi yield). The front of the deck shall be constructed of the same steel as the perimeter frame rails and include an integrated raised bumper of a minimum 4 inch height full width of trailer deck. Inside frame beams shall be full length of deck. They shall be wide flange I beam, 8 inches x 21 lb., ASTM A36 minimum 50,000 psi yield (8.28 inch depth, .250 inch thick web, 5.270 inch wide flange, .400 inch thick flange). Deck frame cross members shall be 5 feet x 2 inches x one eighth inch tubular steel, ASTM A500-Grade B (58,000 psi tensile, 46,000 psi yield). They shall be full length, piercing through the inside frame rails. They shall be installed on 16 inch centers from the front of the deck to the rear-most axle. From the rear most axle to the tapered loading ramp they shall be on 12 inch centers. Deck latch shall be an over-center design, and have adjustment to compensate for wear The latching mechanism shall be located in the center of the deck and shall feature a manual open and close lever on the road side of trailer. It shall have an integral safety pin to preclude accidental opening during transit. Tilt deck hinge shall be installed between the main frame rails and shall be continuous. There shall be a 2-cross member design with greasable hinge bosses mounted between cross members for optimum support. 6 foot x 3 inch x three eighths inch tubular steel ASTM Structural A500 Grade B (58,000 psi tensile, 46,000 psi yield) and a secondary continuous cross member between frame rails of three eighths inch formed channel 2 inch x 3 inch x 2 inch ASTM A-572 Grade 50 (65,000 psi tensile 50,000 psi yield). The hinge pins shall be 2 inch ASTM A-108 (64,000 psi tensile 54,000 psi yield) and shall be bolted (not welded) for ease of maintenance. Tapered loading ramp: The last 12 inches of the deck frame rails shall be tapered down to a 2 inch maximum lip for ease of transitional loading. It shall be constructed of one quarter inch ASTM A656 Gr. 80 (95,000 psi tensile, 80,000 psi yield) steel. Rear Impact Guard shall comply with the Code of Federal Regulations No. 49 part 571.223 and571.224. Shall be designed with the lights incorporated within the guard. The guard shall retract up into the tail of the trailer automatically while tilting, protecting the lights during loading and unloading, and can be operated with the weight of one person. Decking shall be constructed of a minimum of 1 and three quarter inch recycled rubber traction surface decking planks (Rumber or equivalent material) between outer frame rail and center beams, and stationary portion of deck. 2 inch thick rough cut No. 1 Grade Fir shall be used between center beams. Each plank shall be attached with a minimum of two five sixteenth inch self tapping screws at each cross member, and/or appropriate fasteners for rubber decking material. The portion of the deck directly above the axles and tires shall be covered with three eights inch diamond plate steel ASTM A786. Tie downs: 1 inch diameter D-Rings shall be mounted every 4 feet on external frame rails, 2 being mounted on stationary portion of frame (front). 5) ELECTRICAL: Shall be a 7 wire sealed and rubber isolated system. The wiring will be installed in the tubular trailer frame so that it is protected from chaffing, snagging, cuts, abrasions, and all other environmental elements. The stop/turn, tail-lights shall be sealed beam rubber mounted. The clearance and Id lights shall be sealed beam rubber mounted. 6) RUNNING GEAR: Axles (3 each): Shall be rated not less than 25,000 lbs. capacity each. Hubs: Shall be an oil bath design. Brakes: Shall be 16 and one half inches x 7 inches fully air operated. The brakes shall be equipped with automatic slack adjusters. The center and rear axles shall be equipped with spring brakes. The air lines shall be DOT approved and the glad-hands shall be Midland P/N BE23784 or equal. Air cans shall be mounted above bottom line of axels for off road use. They shall be equipped with a drain or drain valve release accessible from side of trailer. Suspension shall be a Hutch H-9700 heavy-duty triple axle system. It shall be complete with 3 leaf heavy duty slipper springs. Will have alignment adjustment capability. Wheels shall have 22.5 X 8.25, 10-hole hub piloted drop center steel disc wheels (wheels to have 10 on 285.75 mm bolt circle). Tires shall be 255/70R22.5 Load Range H 7) MISCELLANEOUS: Pintle Drawbar Eye: Shall have an adjustable Pintle Hitch with 90,000 tensile strength. Mounted with 6 each three quarter inch Grade 8 bolts. Safety Chains shall have 2 each one half inch x 36 inch Grade 80 Safety Chains attached to tongue of trailer by welded chain bracket with a pull test capacity greater than the Chains, (Chain welded directly to Tongue is unacceptable). Shall have Hooks attached to ends of each Chain with safety clips, Hooks to be equal or better rating of Chain. Landing Gear shall have a 2-speed landing leg rated 25,000 lbs. With crank handle accessible to the road side. Chain storage shall be constructed in the tongue area of the trailer. It shall be lockable and have a safety strut to support the lid. Tilt cushion cylinder shall be 1 ea. Minimum of 5 inch x 12 inch shall maintain a constant tilting rate so equipment can be safely loaded and unloaded. Deck to be easily tilted with one person?s weight. Paint: The metal shall be prepared by using a high pressure acid etch process. It shall then be primed with an epoxy primer and followed by two coats of polyurethane enamel. The color shall be the manufacturers standard color. 8) WARRANTY: The warranty shall be for a minimum of 5 years (not prorated) covering structural components and 1 year 100 percent parts and accessories for defects in materials and workmanship, provided by the successful bidder. SPECIFICATIONS FOR ITEM 2: FOB 1 unit to Jackson, Wyoming. FOB 1 unit to Twin Falls, Idaho. 1) All equipment and accessories will conform to all applicable U.S. Federal Motor Vehicle Safety Standards (FMVSS) in effect on the date of manufacture. Equipment offered will be a standard production model offered by the manufacturer for a minimum of 5 years. 2) Length shall be as follows: 28-foot platform, 5-foot beavertail (approximately 13 degree slope) with 12-inches minimum clearance (beavertail to ground), tongue length 7-feet. Fold-up loading ramps shall be attached to the rear of the trailer for loading equipment. Loading ramps shall be capable of loading a CAT D6M or equivalent crawler tractor with a cab, dozer, and ripper. Ramps shall be the folding type and lay flat on the beavertail while in the transport position, and have spring assist. Ramps must be secured while in the transport position. Overall length shall not exceed 40-feet (not including the loading ramps). Ramps must also move/slide close enough together to also load a car or pickup. 3) Overall width shall be 102-inches. 4) Overall height of trailer deck shall not exceed 38-inches (empty weight). 5) Empty trailer weight shall not exceed 14,000 pounds. 6) Trailer shall have three axles with Stemco seals, a spring suspension with grease fittings or lifetime lubricated shackles. The center axle shall be located approximately 243-inches from the front of the platform. Each axle shall be rated at 20,000 pounds minimum at 55 mph. Mud flaps shall be located directly behind tires on the rear axle. 7) The trailer shall be rated at 60,000 pounds GVWR at 55 mph. Tires shall be rated with a maximum of 17 percent of the gross trailer weight being transferred to the towing vehicle. The trailer shall have 12 16 ply rated 215/75R/17.5 steel belted radial tires, load range H, with steel ply sidewalls, mounted on disc-type wheels. A spare tire and wheel, matching the 12 above, shall be furnished and mounted on top of the tongue. The trailer must have adequate clearance in the wheel well to remove and change tires and wheels when the trailer is loaded to the maximum GVWR. 8) The trailer shall be equipped with cam-type air brakes with manual slack adjusters on all wheels. The air brake control hoses shall extend to the front of the trailer and be equipped with air brake gladhand line couplers which meet SAE J318. Brakes shall meet all the requirements currently required by the Department of Transportation. Spring-type parking brakes shall be installed on all three axles. They shall be cam-type with manual slack adjusters. 9) A minimum of eight lashing rings shall be mounted on each side of the trailer. Two additional D rings will be added on the front of the trailer and two added to the rear of the trailer. 10) Decking shall be constructed of a minimum of one and three quarter inch recycled rubber traction surface decking planks (Rumber or equivalent material) between outer frame rail and center beams. The deck shall be raised approximately one half inch above the side members and main structure members so that crawler tractor grousers do not contact the steel. The middle of the trailer (approximately 30-inches) shall be covered with 7 pounds per square foot expanded metal grating so dirt, etc., will fall through. 11) The trailer hitch shall be heavy-duty, pintle-eye type drawbar and be adjustable for various heights and heat-treated for wear. The pintle eye drawbar shall be Premier, Model No. 127, or equal with a minimum rating of 25,000 pounds vertical tongue load and 100,000 pounds horizontal pull. 12) The trailer shall be equipped with a two-speed, adjustable, screw-type landing gear which provides maximum ground clearance for transporting. The jack shall be rated at 20,000 pounds minimum and adjustable for different hitch heights. 13) The entire lighting system and wiring system shall be factory assembled and piped from junction boxes to lamps without splices, assuring a completely dry-sealed system to protect against abrasions, salt, mud, capillary action and physical damage. All polyethylene tubing shall be secured to the trailer body every 18 inches. All lights, wiring, etc., shall comply with DOT Motor Vehicle Safety Standard No. 108 and Motor Carrier Safety Regulations. The male electrical connector furnished shall be a Cole-Hersee and comply with SAE Standard No. J560B. The male connector shall be mounted on a seven-conductor jacketed cable which meets SAE Standard No. J1067. The wiring diagram shall be according to the attached table (see below) as used by the American Trucking Association (ATA). All electric circuits shall be protected by an automatic reset circuit breaker. 14) Two five eigth-inch high-strength binding chains (NACM grade 80) shall be attached to the tongue, allowing sufficient length for adequate turning without binding. Do not weld on the chains. Chains shall have safety hooks. 15) Two coats of a good quality primer shall be applied to all metal surfaces. Final painting shall consist of two coats of white enamel. Dry thickness of the primer and paint shall be 4.0 mils minimum. 16) The warranty shall be for a minimum of 5 years (not prorated) covering structural components and 1 year 100 percent parts and accessories for defects in materials and workmanship, provided by the successful bidder. 17) For Information on SAE Standards referenced herein, contact: Society of Automotive Engineers, 400 Commonwealth Drive, Warrendale, PA 15096. In addition to price and price-related factors (warranty, repair service locations), award evaluation will b e based on past performance and compliance with solicitation requirements. These two evaluation factors evaluated together are significantly more important than price. In addition to price, offerors should include product literature of offer and information addressing the above factors in their proposals. Award may or may not be made in a aggregate to one Contractor. Offeror should state if price is based on an all or none basis or if offered price varies if the award is total or partial.
