- This requirement was previously synopsized as N624020062088 (23 August 2006), as a service disabled veteran owned small business set-aside (SDVOSB). The synopsis was subsequently cancelled by amendment dated 06 September 2006 due to a challenge by SBA as to whether the effort should be set-aside for the 8(a) program. A sources sought synopsis was issued 14 September 2006 inviting interested 8(a) and SDVOSB firms to provide capability information. Information received was evaluated by the PCO and forwarded to SBA. As a result of this evaluation and review, the original decision to set the requirement aside for SDVOSB was confirmed. Accordingly, the requirement is hereby resynopsised as follows. The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire Education and Training Services to support the Naval School Explosive Ordnance Disposal (NAVSCOLEOD), at Eglin Air Force Base, Florida, following the procedures outlined in FAR Part 12, Acquisition of Commercial Items. Services will include instruction of military and civilian personnel, related instructional support, curriculum maintenance, and curriculum development for course in the areas of Explosive Ordnance Disposal (EOD). It is intended that the resultant solicitation will be set-aside for exclusive participation by Service Disabled Veteran Owned Small Businesses (SDVOSB). The resultant solicitation shall include a one-year base period of performance, and contain provisions for four (4) additional, consecutive, twelve (12) month option periods. It is anticipated that a firm fixed price, indefinite delivery indefinite quantity (IDIQ) contract will be awarded as a result of the solicitation. The closing date for receipt of proposals will be established in the Request For Proposals (RFP). It is intended to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the solicitation. The source selection will consider the offerors? technical proposal more important than the offerors? Price/Cost Proposal. The applicable North American Industrial Classification System (NAICS) Code and Small business size standard are 611699 and $6.5M, respectively. Upon its release, the RFP will be made available electronically at www.neco.navy.mil. All qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) are encouraged to submit proposals for consideration to the Government. Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their online representations and certifications application (ORCA) prior to submittal of a proposal.
