The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, Technical Assistance to Support Regional Team Inspections. The NRC intends to issue an Indefinite Delivery/Indefinite Quantity contract for providing continued expert technical assistance to support regional baseline inspections under the baseline inspection portion of the NRC Reactor Oversight Process (ROP). Under the current ROP, ninety percent of the inspections requiring contractor support are Component Design Bases inspections, and approximately ten percent are Triennial Fire Protection inspections. The incumbent contractor is Beckman and Associates and the contract number is NRC-03-03-037. Copies of the current contract may be obtained from the NRC Public Document Room -(301)492-2000. Although the current contract will expire on April 21, 2008, the period of performance for the proposed effort is anticipated to begin on or about December 1, 2007. The period of performance will be a base period of two years, with the option to extend the period three additional one-year periods, for a total of five years. The North American Industry Classification System (NAICS) code for the services required is 541690 for Other Scientific and Technical Consulting Services. The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $6.0M. Request for Proposal (RFP) No. RS-NRR-07-035 will be posted on or about July 26, 2007, as a full and open competitive procurement. Closing date for receipt of proposals will be on or about August 27, 2007. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals. Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses determined to be in the competitive range must be prepared to submit a detailed subcontracting plan. Businesses, large and small, interested in teaming arrangements, should enter their business information (i.e., Name, address, contact name and phone number, and size of business) under the Interested Vendor List tab of the solicitation after it is posted. RFP No. NRR-07-035 will be distributed solely through the FedBizOpps website (http://www.fedbizopps.gov.) The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this business opportunity.
