- ***********SEND ALL INFORMATION INCLUDING QUOTES AND TECHNICAL QUESTIONS IN WRITING TO JUSITH DRABKIN AT Judith.R.Drabkin@nasa.gov, FAX: 256-544-4401*********** NASA/MSFC has a requirement for a T12 Torque Transducer and Accessories. NASA/MSFC intends to purchase the items from FLW Southeast, Inc. on a sole source basis. An upcoming Air Turbine Test requires modifications to the test facility due to instrumentation and data acquisition improvements. A much smaller torque measuring system is required due to these improvements. The T12 Torque Transducer avoids major upgrades due to its significantly small axial size. Market research resulted in no alternate system of similar capabilites and physical size dimensions necessary can be found. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith Drabkin at Judith.R.Drabkin@nasa.gov or fax: 256-544-4401 no later than 4:30 p.m. CST on July 20, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
