NAICS Code: 334516 Two-Dimensional Gas Chromatograph Time-Of-Flight Mass Spectrometer This is a combined synopsis/request for quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written RFQ will not be issued. This is a full and open competition, however, the NAICS code is 334516 and the small business size standard is 500 employees. The specifications for the two-dimensional gas chromatograph time-of-flight mass spectrometer (GC X GC TOFMS) are as follows: Specifications and Requirements " The system shall provide comprehensive GCxGC. Comprehensive is defined as a chromatographic technique providing increased peak capacity where all analytes in a single chromatographic run pass through two columns connected in series each with separation modes orthogonal to the other, separated by modulator producing a two-dimension chromatogram. Heart cutting techniques are not acceptable. " The mass spectrometer shall be able to acquire sufficient full range scans on 2nd dimension peaks with widths less than or equal to 100ms. Sufficient is defined as at least 20 scans. " The mass spectrometer shall be capable of spectral collection rates of 1-500 spectra per second, full mass range. " The software shall be able to deconvolute overlapping peaks with apexes as close as 8ms. " The system shall be capable of operation in either conventional one-dimension GC-TOFMS or comprehensive two-dimensional GC-TOFMS. " The system shall include an injector capable of automated exchange of injection port liners. " The mass spectrometer shall have an automated tuning capability. " The entire system (GC, TOFMS, injector) shall be fully controlled through a single software package. 1.0 Installation and Training The contractor shall provide installation of the GCxGC TOFMS. The contractor shall also provide, at the time of installation, familiarization training for up to 5 potential EPA operators. The contractor shall also provide a training course for one EPA employee at contractor's training facility. 2.0 Acceptance Requirements The contractor shall demonstrate that the mass spectrometer shall meet the manufacturer's minimum performance criteria for installation. 3.0 Documentation Requirements The contractor shall supply all supporting hardware and software manuals for the unit as specified by the manufacturer. A signed copy of the installation checklist shall be completed at the end of the installation, to document the installation and testing of the instrument. GSA quotes are acceptable. Quotes shall include FOB destination pricing. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Technical acceptability of the item offered to meet the Government's minimum requirements as set forth in the specifications and (2) Technical acceptability shall be evaluated on a pass or fail basis (with the lowest price technically acceptable receiving award). Offers shall provide descriptive technical literature and other documentation as necessary, in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above; FAR 52.212-3, Offeror Representations & Certifications-Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror is registered with CCR; FAR 52.212-4, Contract terms & Conditions-Commercial Items; The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-3, 52.225-13.
