- QUESTION 3: Is the Quality Management Plan (QMP) excluded from the Technical Proposal?s 50 page limit? ANSWER 3: The QMP is excluded from the 50 page limit of the technical proposal. The QMP shall be submitted as an attachment to the Technical Proposal. QUESTION 2.
