Description
DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. The Reference-Number is Q7QT16ITE35000 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-18. The associated North American Industrial Classification System (NAICS) code for this procurement is 517910 with a small business size standard of $13.5 million. This requirement is 100% Small Business set-aside and only qualified offerors may submit a quote. The Internal Revenue Service (IRS) is seeking quotes for voice and data cable runs in the Plantation/Deerfield Florida area. The project entails closing of the IRS office in Deerfield and relocating these employees as well as two offsite groups in the Plantation Office building. The Deerfield POD currently has 103 employees. All floors of the Plantation POD will be affected. There will be new workstations installed for the Deerfield employees. The workstations that currently exist in some of the business unit areas in the Plantation POD will be relocating to a different area in the building. The Internal Revenue Service requires that a site survey be done by the vendor before submitting a quote. The site survey is scheduled for 10:30AM on July 24, 2007. Quoters shall submit the request to the Contracting Officer by COB on July 19, 2007. The request shall contain, at a minimum, the company name and address, as well as the attendee's name and contact number(s). Requests should be mailed or faxed in advance to the attention of Pellumbeshe Hoxhaj, Contracting Officer, Internal Revenue Service, Office of Business Operations, Field Operations Branch (OS:A:P:B:S:A), 2888 Woodcock Blvd, Ste 300, Atlanta, GA 30341, or faxed to 404-338-9231. Only those persons on the approved list will be allowed entry. The visit will be conducted at this address: IRS, 7850 S.W. 6th Court, Room 235, Plantation, FL 33324. Representatives should arrive between 10:00 and 10:15 AM to sign in and be escorted to the meeting area, and shall have photo identification (no one will be allowed in without photo identification). Remarks, explanations and answers provided by Government representatives before, during and after the site visit, whether orally or in writing, shall not change or qualify any of the terms or conditions of the RFQ. Quoters shall submit any questions in writing via e-mail (preferred method): pellumbeshe.hoxhaj@irs.gov, fax: 404-338-9231, or regular mail to the Contracting Officer at the address above. Changes to the RFQ can be made ONLY via a formal written amendment to the RFQ issued by the Contracting Officer. Please provide your quotation by using Price Quotation Sheet, Attachment A. Quotes will be evaluated and awarded on a best value determination for the offer that is most advantageous to the government. A best value determination will be based on price and previous experience. In assessing the offeror's experience, the Government may contact one or more of the references identified by the offeror The Contracting Officer Technical Representative (COTR) will provide the floor plans indicating each workstation interface (WSI) wire run location and the patch cables wherever necessary. SOW Vendor will provide necessary personnel on site for the installation of wiring on new modular furniture and on the relocated existing modular furniture. This work will be performed during normal business hours and also during evening hours and on weekends. In workstations with existing wiring that are relocating; the vendor will pull the cables into the ceiling area and neatly coil up the voice and data cables, and run them to the new workstation locations once the modular furniture crew has installed the new or relocated modular furniture. The vendor will install new CAT 5E voice and CAT 5E plenum four pair cables RJ 45 EIA/TIA 568A outlet to locations where existing wiring will not reach the new workstation locations. At locations where existing wiring can not be utilized to support relocated workstations, the vendor will remove the old voice and data wiring from the workstations and from the job site. The vendor will work very close with the COTR and the Modular Furniture Installers in support of this project. The vendor will move and install an estimated 291 voice and data cables, install approximately 175 new voice cables. The vendor will tag, identify and prepare cross connect sheets to aid in installing the voice and data terminals to the new workstation locations. Vendor will provide cross connect wiring and install voice and data cross connects at the direction of the COTR. Vendor will install voice terminals to new modular furniture workstation locations. Vendor will provide and install one ?V 19?? data relay rack to have a ladder racking at the top of the data relay and extend to the wall directly behind the data relay rack. Vendor will provide and install 2 ?V 19 ??x 7 (black) floor mounted four post data racks with 2 wire managers in the communications room which will be identified. Vendor will mechanically fasten the data relay rack to the floor. Vendor will provide and install 3 ?V CAT 5E ?V 48 Port Patch Panels in the data relay rack. Vendor will provide and install 3 horizontal managers on the data relay rack in the communications room. Vendor will provide and install 4 horizontal wire managers in the data racks. Vendor will provide and install 3?V 48 Port Category 5E Patch Panels in the data racks. Vendor will relocate approximately 56 cables from the wall to the patch panels to be installed in the communications room. All data cables installed by the vendor for workstations will run from the workstations to the communications room where a data relay rack will be installed by the vendor. Vendor will also relocate some Coax Cables and other non-voice and data cables identified by the COTR. All relocated and new voice and data cables and associated hardware will be labeled by the vendor with machine generated labels. The vendor will test all relocated and new voice and data cables. The test results will be provided to the COTR at the completion of this project.
