- Description
- The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for One (1) Aptixia IXLOAD-B2, Software Bundle, Layer 4-7 Performance Test Application Base Software to support the wireless for the warfighter project at Joint Systems Integration Command, Suffolk, VA. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with IXIA, Inc. and Merlin International, its exclusive authorized reseller for this requirement. The required software bundle is to be procured on a sole source basis as the procurement is for software to run on existing Ixia hardware and Ixia software is the only software that can run on the Ixia hardware. Ixia Inc. is the only company that produces the Ixia software and Merlin is Ixia?s exclusive federal reseller available. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 511210 and the small business size standard is 1,000 employees.
