- The US Geological Survey, FRESC (Corvallis, Oregon) intends to award a non-competitive purchase order to Utah State University for the services of geneticist Dr. Mark Miller to carry out analyses of molecular data pertaining to Pacific Northwest forest fauna. The vendor shall use a comparative landscape genetic approach to assess how past and current landscape features affect distribution and connectivity among populations of PNW forest taxa from representative taxonomic groups. This vendor is the only known source with the very specific expertise and substantive knowledge required. Additionally, the vendor is unique in that he is the only individual to have derived the most complex analytical methods to examine these genetic patterns across taxa. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1). Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the contracting officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ; however, an RFQ will be posted at a later date. All responses must be in writing by email to the Contract Specialist at sklingler@usgs.gov.
