Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 70181-7-Q040 and the solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-16) and Federal Acquisition Regulation (FAR). B. 1. BASE BID ITEMS: Base Bid Item One: Acquire Light Detection and Ranging (LIDAR) data for the Kenai National Wildlife Refuge and provide a DVD with the mass points (ASCII, x, y, x, i) and all associated metadata including the tile level by September 30, 2008, in accordance with the SPECIFICATIONS and SCOPE OF WORK. Base Bid Item One: $__________ SCOPE OF WORK REQUIREMENTS: The Kenai National Wildlife Refuge seeks to acquire LIDAR data for the purposes of modeling hydrologic flow and developing digital elevation models. The contractor will acquire LIDAR with the following specifications: -Area: Kenai National Wildlife Refuge - Western Lowlands -Ground Sample Distance: 2 meter -Collection Conditions: Leaf Off, Snow Free, Normal Water -Accuracy: Vertical 0.5 meters, Horizontal 2 meters -Products (mass points): Bare Earth -Datum: NAD 83 -Coordinate System: Geographic -Units: meters -Tile Size: 2mile X 2mile The contractor will provide the Mass points (ASCII x,y,x,i) stored in DVD format and will include all associated metadata including tile level by 30 September 2008. DELIVERY POINT, (FOB): The date and place of delivery and acceptance and FOB Destination point shall be Soldotna, Alaska, February 30, 2008. PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offers-Commercial, applies to the acquisition. The applicability of FAR 52.212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price; (cost analysis for determining low bidder will be based on total overall bid. Total overall bid means Base Bid Item One) 2) Additional discounts and/or rebates Offerors must supply a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items when responding to this solicitation. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
