- Construction Of An Expansion To An Existing Combat Air Support (CAS) At Bagram Airfield, Afghanistan Solicitation Number W912ER-07-R-0014, Due 4 September 2007, POCs: Linda W. Whitacre 540-665-4077 and Wilhelmina Booker 540-665-3977. This announcement is for the purpose of soliciting construction firms or joint ventures interested in the below-described project. The estimated cost of this project is between $5M and $10M. PROJECT SCOPE : The project consists of the design and construction of an expansion to an existing Combat Air Support (CAS) at Bagram Airfield, Afghanistan. The ramp shall be Portland Cement Concrete pavement with paved asphalt shoulders and unpaved shoulders, edge li ghts and area/security lights. Demolition of existing ramp shoulders and edge lighting will also be required. The work does not include any Unexploded Ordinance (UXO) clearing or de-mining. The work shall include the preparation of construction design do cuments and the construction required to provide fully functional facility. This facility shall be designed and constructed in accordance with current U.S. Design Standards, Department of Defense, and Department of the Army, safety and security standards, applicable local standards and other criteria as defined in the solicitation documents. CONTRACT PROCEDURES: The construction contract will follow the tentative milestone schedule which is (1) Issue RFP 1 August 2007, (2) Receive proposals 4 September 20 07, (3) Award contract 28 September 2007. A Best Value Tradeoff Process contracting method will be used to evaluate proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criter ia. Type of contract shall be a Firm Fixed-Price construction contract with only one award on an All Or None basis. Eligible construction firms interested in this announcement should respond to U.S. Army Corps of Engineers, Transatlantic Programs Center, Attention: CETAC-CT-CC/Linda W. Whitacre, and CETAC-CT-CC/Wilhelmina Booker, P.O. Box 2250, Winchester, VA 22604-1450, Fax 540-665-4033. This is an electronic issued solicitation. The Government shall furnish two (2) copies of the CD-ROM containing the specifications and plans to prospective offerors at no charge. Paper copies of the solicitation and additional copies of the CD-ROMs are not available. Eligible construction firms interested in receiving this solicitation should address their requests to Linda W. Whitacre and Wilhemina Booker. Requests should be mailed to Transatlantic Programs Center, Attention: CETAC-CT-CC/Linda W. Whitacre and CETAC-CT-CC/Wilhelmina Booker, P. O. The reque st must state the name of the firm, both mailing and shipping addresses, telephone and fax numbers, point of contact, and must reference the solicitation number. The Request for Proposal will only be released to qualified firms interested in submitting a proposal. Copies will not be released to plan rooms.
