Description
The U.S. Army Joint Munitions and Lethality Life Cycle Management Command Acquisition Center on behalf of PM Crew Served Weapons has a requirement for the fabrication and delivery of 5.56MM M249 Squad Automatic Weapons (Government Technical Data Package (TDP) Part Number 9348199). The M249 Squad Automatic Weapon (SAW) is to be manufactured, inspected, assembled, packaged, and shipped in accordance with the Government TDP and tested in accordance with the M249 Weapon Specification. The M249 SAW is a gas-operated, linked ammunition belt fed, 5.56MM machine gun capable of being fired from either the bipod or mounted on a tripod/ground mount or vehicle mount to provide sustained accurate fire in support of infantry operations. This procurement will be restricted to firms in the U.S. and Canada only. A Technical Data Package (TDP) will be an Exhibit to the solicitation and will be marked with a "Distribution D" restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Once the solicitation is released to obtain a copy of the TDP, interested parties must mail / email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed AMSTA AR Form 1350, Technical Data Questionnaire. The Request for Proposal (RFP) will be released on / about 30 July 2007 for a Firm-Fixed-Price Indefinite-Delivery,Indefinite-Quantity Contract with five ordering periods. The maximum contract ordering quantity is 15,419 each M249 Squad Automatic Weapons. The minimum contract ordering quantity is 3,000 each M249 Squad Automatic Weapons. Proposals will be required within forty-five (45) days after release of the solicitation. A First Article Test is required for ten (10) weapons one hundred eighty (180) days after contract award. Production deliveries will commence seventy five (75) days after approval of the First Article Test Report. Production deliveries will start at a rate of 100 weapons/month ramping up to 550 weapons/month. All responses to this pre-solicitation notice shall be in writing (English Language).
