- The U.S. Army JM&L LCMC-Picatinny, Picatinny Arsenal, NJ 07806-5000 has a requirement for the procurement for an audit processor that provides information regarding the following: application usage, server utilization, and performance optimization. In addition to this, the software must be compatible with Cognos 8 software in order to provide full reporting functionality. JM&L LCMC-Picatinny intends to satisfy this requirement on an Other Than Full and Open Competition procedures utilizing the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and no other supplies or services will satisfy agency requirements. As a result, the Government intends to award a sole source contract to Genware Inc. for Genware Audit Processor-Suite Edition with one year of support maintenance. Genware Inc. is the only developer of audit software that provides the required compatibility; no other company provides this functionality.
