Description
Notice of Intent to Award the Purchase of Combat Sample Generator (COSAGE) Database Development from Alion Science and Technology Corporation. The Contracting Center of Excellence (CCE), Army Contracting Agency, intends to negotiate on a sole source basis with Alion Science and Technology Corporation located at 10 West 35th Street, Chicago, IL to provide programming and database development services (see below Statement of Work) support to assist to the Center for Army Analysis. This announcement is i n accordance with FAR 5.101(a)(2). Interested persons may identify their interest and capability statements no later than 20 July 07 4:00pm EST. The capability statements should include the company name, address, contact information, business size, and detailed explanation of how your organization can meet the requirement described herein. All statements should be submitted via email to Ms. Yong N. Foston, Contract Specialist at yong.foston@hqda.army.mil. Individual responses containing company propr ietary information must be marked accordingly. Such information will not be released outside the Government. Furthermore, the Government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited an d/or restricted rights). STATEMENT OF WORK-Combat Sample Generator (COSAGE) Database Development 1. Contract Number: GS-35F-4721G 2. Project Background 2.1 The Center for Army Analysis (CAA) conducts theater level analytic studies for use by Headquarters, Department of the Army and other sponsors. The primary quantitative analysis tools used in conducting these studies are combat simulation models. At t he present time, CAA uses a two-tier approach to theater level combat simulation. COSAGE, a high-resolution system-on-system model, is run to produce representative combat samples as output which are subsequently delivered as input to the Concepts Evaluat ion Model (CEM) and used for the theater level simulation. Historically, both models have been developed and maintained by CAA. As the Department of the Army initiates transformation from the current force structure to the Objective Force, CAA has seized the opportunity to review, replace and/or enhance outdated models. The Joint Integrated Contingency Model (JICM) is currently un der review as a replacement for CEMthe current theater level model. While CAA is reviewing alternative high-resolution combat models, it is also actively engaged in enhancing the COSAGE model. The purpose of this contract is to acquire contract programm ing and database development services support to assist CAA analysts with COSAGE data requirements. COSAGE Database Enhancements will include the migration of the current Microsoft Access databases to Microsoft SQL Server and the development of complete MS Windows-based user interfaces that allow the analysts to manage and configure the COSAGE input data . 2.2 Given the limited personnel resources of Army analytical agencies, it is expected that contract programming support services will be needed. The contractor support will be complementary to in-house capabilities and the work will be oriented to addres s specific tasks as described below in this document. 3. Scope and Project Objectives. The scope of this project shall be limited to the migration of the current COSAGE Microsoft Access databases to Microsoft SQL Server and the development of a complete MS Windows-based user interfaces that allow the analysts to manage and configure the COSA GE input data. 4. PERIOD OF PERFORMANCE: A Base period (25 September 2007 - 24 September 2008), Option Year One (25 September 2008  24 September 2009), and Opion Year Two (25 September 2009  24 September 2010). 5. Contract Type: Labor Hours 6. Task Priorities. The task lists below are ordered according to task priorities; however, these priorities are subject to change in writing by CAA. As work proceeds on this project New Tasking Or ders maybe identified that may take precedence over Tasking Orders, not yet begun, as described in this SOW. CAA will provide the contractor, in writing, an updated list of pending (ordered by priority) Tasking Orders to be completed. 7. COSAGE Database Task Requirements. The list of tasks below focuses on transitioning the existing Access databases to MS SQL Server and developing user friendly interfaces that will assist both new and experienced analysts in preparing COSAGE input files and analyzing the results of COSAGE r uns. The focus of this portion of the project is to enhance COSAGE productivity. Task 7.1. Convert the existing database that maintains the JICM COSAGE Mapping from Microsoft Access to Microsoft SQL Server and develop the required software tools that assist the database analyst in managing the data. Task 7.2. Convert the existing database that maintains the NGIC MIDB codes from Microsoft Access to Microsoft SQL Server and develop the required software tools that assist the database analyst in managing the data. Task 7.3 Convert the existing Single-Shot Probability of Kill (SSPK) database from Microsoft Access to Microsoft SQL Server and develop the required software tools that assist the database analyst with the data. Task 7.4. Develop data import and management tools and interfaces that allow analysts to reformat and update COSAGE SQL Server data based on new data received from external agencies. Specifically, develop tools that will assist the database analyst in co nverting direct fire data received from US Army Materiel Systems Analysis Activity (AMSAA) into a format that can be imported into the COSAGE database and then written out with the COSAGE input data file. Task 7.5. Develop data import and management tools and interfaces that allow analysts to reformat and update COSAGE SQL Server data based on new data received from external agencies. Specifically, develop tools that will assist the database analyst in co nverting indirect fire data received from US Army Materiel Systems Analysis Activity (AMSAA) into a format that can be imported into the COSAGE database and then written out with the COSAGE input data file. 8. Documentation Task Requirements - The contractor will document as needed during the performance of this contract of all of the work completed. 9. Estimated Level of Effort - The following Personnel Support Years (PSY) and skills have been identified: Requirements: " 2 PSY -- MS Windows Applications Programmer with 3-5 years experience using VB-net with applications designed to use MS SQL Server as a backend data repository. 10. Government Furnished Data or Equipment. All work on this project will be performed on-site at the Center for Army Analysis. The Center for Army Analysis will provide appropriate office space, computer hardware and software to complete this project. CAA will provide a minimum of one person to wo rk with the contractor on a regular full-time basis in order to ensure that the interactions between the contracting organization and the government agency are coordinated. 11. Security Classification. All contractor personnel must be cleared for access at the SECRET level. 12. Control Procedures. 12.1 CAA subject matter experts will review all work for accuracy, completeness and acceptability. 12.2 The sponsor and contracting organization will execute Monthly Joint Technical Reviews and Joint Management Reviews as required. All documents shall be marked in accordance with Army Regulation 25.55, paragraph 4-200; the Department of the Army Freedom of Information Act Program dated 14 April 1987. The contractor shall comply with all appropriate Government security directives and regulations when performing work in support of this contract. 12.3 The contractor shall provide all draft deliverable materials to CAA in electronic form, with one paper copy. Final deliverables shall consist of two paper copies and two virus-checked electronic copies. Electronic copies for both draft and final deliverables shall be on CD-ROM using Windows 2000 compatible programs and software. 12.4 The contractor shall provide CAA a preliminary design of any work to be performed. 12.5 A project status report shall be completed once every month beginning on the 5th working day of the month after the start of the project and ending on the 5th working day of the month after the end date of the project. The report will consist of three PowerPoint slides containing the following information. 12.5.1 A graphical representation of Cost (funds expended) vs. Timeline that depicts the programmed or planned expenditure and the current level of funds expended. 12.5.2 Work/Taskings completed to date. 12.5.3 Issues 13. Deliverables. Within 5 days of Government approval of the coordinated draft work order with its milestone schedule, the contractor shall deliver a final milestone schedule to CAA and the Contracting Officer Representative (COR). The final milestone schedule shall identi fy all negotiated deliverable due dates and become a part of the task order award document. Any changes or revisions to this milestone schedule shall require CAA and COR approval. 13.1 Monthly reports shall be deliverable as described above. 13.2 The final deliverable report shall be in the form agreed to between the contractor and CAA. As a minimum, the report shall address the results of and answers to each task outlined above in addition to providing an overall summary that answers the gene ral objective of the project. All work is expected to be fully coordinated with their related analytical work ongoing in this area; close rapport with the CAA will be a necessity. Government evaluation of written presentation will focus on the work content , organization, and style. All documents will be based upon well-supported analysis of the situation portrayed. Documents will be concise and logically organized. 13.3 The Government will review all deliverables within 30 working days. Upon review of draft deliverables, the Government will provide comments and revisions as appropriate. The Government review will start when the deliverables meet the quality and style /delivery standards listed above. Final review will be conducted in accordance with the agreed upon milestone schedule. During the final review period it shall be the responsibility of the contractor to correct any errors discovered without additional cost to the Government. 13.4 Draft and final deliverables shall be due in accordance with the study plan and milestone schedule agreed to by the contractor and CAA. 13.5 All deliverables, draft and final, shall have one cover sheet. This cover sheet shall contain the following information: Title of Deliverable Distribution of draft and final reports Contractor Date and time of delivery Signature block of Government representative receipt acceptance 14. The government has the right to cancel the work under this contract when ever it determines that it is in its best interest, i.e., at its convenience. The termination of the contract may be either partial or complete. 15. Agency Support.
