- The U.S. Department of Energy???s National Energy Technology Laboratory (NETL) in Morgantown, WV, is publishing this Synopsis/Solicitation (request for price quotation) in accordance with FAR 5.203 (publicizing contract actions) and FAR 13.105 (simplified acquisitions) and FAR 12.603 (solicitation for commercial item). This Synopsis/Solicitation (RFQ) is to request a price quotation for an enclosure to house a GS-ICP/MS as outlined in the specification document, Attachment A. Attachment A: Specifications for item being purchased. Attachment B: Pertinent clauses that apply to all offerors submitting a price quotation. Attachment C: Clause 52.212-5 Attachment D: Fax cover sheet for all quotations, information requested on form must be submitted by all offerors whether faxed or emailed this form must be included with your bid.
