Description
This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in Portland, OR on a sole source basis with Lower Columbia Estuary Partnership (LCEP) in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under proposed contract, contractor will independently provide support services to assist NMFS in completing a Columbia River Estuary Recovery Plan Module and Monitoring Plan, develop a research monitoring and evaluation component for the module and assist with the public review and comment period and response to comments on Estuary Recovery Plan Module. LCEP have completed and begun implementation of its Comprehensive Conservation and Management Plan in 1999, Mainstream Lower Columbia River and Columbia River Estuary Subbasin Plan in 2004 and drafts Columbia River Estuary Recovery Plan Module in 2006. The proposed contract will complete the final phase of the module. LCEP is the only entity most engaged in coordination of entire scope of estuary management activities, including, NMFS recovery process. The government intends to negotiate a firm fixed price contract with a period of performance anticipated to be 12 months, commencing at time of contract award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
