- The U. S. Department of Commerce, National Oceanic & Atmospheric Administration/ Bureau of Industry and Security (BIS), intends to sole source an award to Hagerstown Telework Center, Hagerstown, MD, in accordance with the authority stated under 41 U.S.C. (c) (1). The Hagerstown Telework Center will provide an alternate operating facility location as part of the Governments Continuity of Operations (COOP) plans. This will ensure preparedness of Government personnel for the possibility of unannounced relocation of essential functions and/or COOP Emergency Response Group (ERG) team members to these facilities should an emergency necessitate that action. In accordance with Federal Preparedness Circular (FPC) 65 which advised that these facilities could be identified from existing agency local or field infrastructures or external sources, and should be capable of supporting emergency operations in a secure environment, as determined by the geographical location of the facility, a favorable assessment of the local threat, and/or the collective protection characteristics of the facility. The General Services Administration (GSA) requires remote COOP alternate facilities to be at least 50 miles from the Washington, D.C. metropolitan area. This is a combined synopsis/intent to sole source announcement for a special study prepared in accordance with the format in subpart FAR Part 12, as supplemented with FAR Par 6 and additional information in this notice. This announcement constitutes intent to sole source; proposals are not being requested and a written solicitation will not be issued. NOAA intends to award a firm-fixed price level of effort contract with a base and one year option under Federal Acquisition Regulation (FAR) 12. The North American Industry classification System (NAICS) code for this acquisition is 531190 size standard of $6.5M employees. Vendors who believe they have this capability should respond in accordance with Numbered Note 22. The Government will not be responsible for any costs incurred in responding to this notice. See numbered note 22.
