- Estimated Request for Proposal Issue Date: 1 Aug 2002. Estimated Proposal Closing Date:13 Sep 2002. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to FedBizOpps (http://www.eps.gov). It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. The subject acquisition is for a broad range of maintenance, repair, and minor construction work on Fairchild Air Force Base, and other remote sites in Washington. The contract will be an indefinite delivery-indefinite quantity type contract that will include a wide variety of individual construction tasks as identified in the Unit Price Book (UPB). The contractor will be required to furnish all materials, equipment and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office at Fairchild AFB in order to receive delivery orders and provide other management services related to accomplishing individual delivery orders. Individual jobs may vary in size and complexity. The jobs will include tasks in a variety of trades including carpentry, excavating, interior and exterior electrical, plumbing, sheet metal, painting, demolition, concrete, masonry and welding. The North American Industry Classification System (NAICS) code for this solicitation is section 235, Construction ? Special Trade Contractors. The minimum dollar value during the basic contract year is $150,000. There is no minimum value for any option year. The maximum dollar value of the contract during the basic year and each option period shall not exceed $4 million. The performance period will be a twelve month base year with four twelve month option periods. This acquisition is set aside for competitive 8(a) concerns and has a geographic restriction to Zone IX and Zone X. The government anticipates significant subcontracting activity under this contract. In order to be eligible for award, registration in the Central Contractor Registration database is required. To register, please go to http://www.ccr.gov. This is a competitive Request for Proposal, Source Selection to be conducted in accordance with Federal Acquisition Regulation 15.3. There will be no public bid opening. Offers are to be submitted in hard copy. Directions for proposal submission will be included in Section L, Instructions, Conditions and Notices to Bidders, of the solicitation.
