Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for 1 each of a Laser Doppler Vibrometer. The Requirements or Salient Characteristics are as follows: 1. The sensor shall use a visible light laser operating at no higher than Class II. Laser viewing goggles shall be provided. 2. The sensor shall be able to detect frequencies up to 25 kHz or higher. 3. The sensor shall focus to a minimum stand-off distance of 250 mm with a minimum spot size of 25 micron or smaller. The sensor shall have autofocus capability. 4. The sensor shall be capable of measuring displacement as small as +/-2 nm or less, and as large as +/-25 mm or greater. 5. An analog voltage or milliamp output proportional to displacement shall be provided. 6. The sensor shall be capable of stand-alone operation with the capability for future control using software via a RS-232 or USB interface. 7. A velocity output decoder capable of 10 m/s or greater shall be provided. 8. The sensor head shall be tripod mountable. Note: The current requirements are for spot measurement of vibration displacement on a test article (such as a turbomachinery blade). However, in the future, we anticipate a need to perform measurements at large number of locations on the test article to provide a vibration mode shape. This capability is available in a "scanning laser vibrometer", which measures the velocity and displacement of turbomachinery blades undergoing complex vibration modes. A scanning system enables measurement of the entire vibration mode shape in an automated manner. Some laser vibrometers (laser head and controller) are upgradeable to a scanning system, while others are limited to spot measurements only, and 9. It is desirable that the system be upgradeable to a scanning laser vibrometer system. The provisions and clauses in the RFQ are those in effect through FAC 05-17. The NAICS Code and the small business size standard for this procurement are 333314 Optical Instrument and Lens Manufacturing, and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to: NASA Glenn Research Center, Receiving BLDG 21 NORTH Marked with the purchase order number, 21000 BROOKPARK ROAD CLEVELAND OH 44135. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by COB, JULY 26, 2007 to NASA GLENN RESEARCH CENTER, M.S. 500-305, 21000 BROOKPARK ROAD, CLEVELAND OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Upgradeto a scanning system shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
