Description
The Government intends to negotiate a Sole Source contract, in accordance with FAR 6.302-1, with L3-Communications Systems West, 640N 2200W, Salt Lake City, UT 84116, for the procurement of the below equipment due to proprietary rights in data. The Satellite Communications terminals require certification by Defense Information Systems Agency (DISA) to operate at X-Band and by Army Forces Strategic Command (ARSTRAT) to operate in the military Ka-Band. (a) 18 Quad Band Internet Protocol (IP) capable Deployable Multi-Channel Satellite terminals in hard transit cases with critical spares kit. These will be fully upgraded terminals (Ka-band and IP upgrades already installed). b) 4 trailer-mounted 4.0 M Quad band SATCOM Terminals (QST) ??? Trailer mounted hub terminals. These will be used with existing Phoenix Quad Band terminals to provide a dual hub capability. c) 4 Phoenix terminal IP upgrades. Upgrade existing Phoenix terminals from Single Carrier Per Channel (SCPC) to IP terminals. d) 75 IP Base band Interface Modules (IP BIMs). These will be used to convert the existing DMCS terminals from Single Carrier Per Channel (SCPC) terminals to IP terminals. e) Upgrade 41 existing tri-band DMCS terminals with Ka-band capability. Critical spares and quad band up and down converters are included in the upgrade. All labor costs are included in the price of the upgrade. (f) Spares. Provide critical spares and replacement components to maintain the existing and new DMCS, Phoenix and QST terminals such as R/O to R/T terminal conversion, amplifiers, HPA assembly, Positioner Assembly, Ka-Band HPA Assembly, Ka-Band HPA, Ka-Band Feed Assembly, Ka-Band Feed, Ka-Band Reflector, C-Band Feed Assembly and a PDU Power Drive Units. A Fixed Price, Indefinite Delivery/Indefinite Quantity type contract with a base period plus four (4) one year options is anticipated. The NAICS Code is 334220 and the applicable size standard is 750 employees. All responsible sources may submit a proposal which shall be considered.
