Description
Description: The Bureau of Reclamation (Reclamation) intends to award a competitive requirement to the Microsoft Corporation or any authorized Microsoft reseller (as certified by the Microsoft Corporation) of "both" the required Microsoft Consulting Services (MCS) and Microsoft Premier Support Services (Premiere). Reclamation may add several other Department of Interior agency requirements. The estimated period of performance is a base period (12 months) with up to a maximum of two, follow-on option periods. The Government requires ongoing information technology (IT) solution development support from Microsoft Consulting Services (MCS) and IT operating environment support from Microsoft Premier Support services (Premiere) for assistance in developing and maintaining IT system components that make agency wide use of proprietary Microsoft products. The Microsoft Corporation, to the best of the Government's knowledge, has limited the number of authorized resellers or business firms. Any authorized reseller of both services will be required to team with in-house Microsoft Corporation personnel since the Microsoft Corporation does not allow "direct" access to Microsoft in-house development and product teams due to source code and other proprietary considerations. The Microsoft Corporation has in-house development teams for each product or software line. This equates to unique benefits to users of Microsoft products. Reclamation requires access to new Microsoft product information, research data on existing products, hot-fixes, and other critical in-house IT assistance that will enable Reclamation to configure products to function at optimal efficiency, to minimize downtime or inoperability of Microsoft products and technologies, and to plan for future hardware and software requirements since Reclamation will have access to pre-release product information. Any authorized reseller or pass-through dealer of "both" the Microsoft Premiere Support Services and the Microsoft Consulting Services that believes it can execute the full range of required services shall submit its request for the copy of the solicitation directly to the Contracting Officer. Any reseller or contractor request shall be accompanied by a Microsoft certification of reseller status of both the Microsoft Premiere Support Services and the Microsoft Consulting Services. All contractors requesting a copy within 15 calendar days of the date of publication of this synopsis will be forwarded a copy of the solicitation.
