Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.0 Introduction. The Platform Integration Function of the Propulsion and Structures Directorate is conducting final design and qualification of a new release mechanism for the M272/M27 9/M299 family of Hellfire Launchers. Part of this process is to develop air worthiness release documentation through modeling and analysis. This requires complex modeling and experimental techniques. 2.0 Performance requirements. The contractor shall develop the following approaches: 2.1 Hybrid Component Mode Synthesis. Develop alternate approach to the classical component mode synthesis methodology that utilizes experimental modal models and data. This will be applied to semi-free/constrained comp onents. 2.2 Experimental Measurement Exploration. Investigate the significance of measurement location on complex systems that are not easily instrumented when in an operational configuration. This is aimed at bridging the gap between academic and real world structures. 2.3 Expansion of Operating Data. Develop methods of expanding the limited data collected in an operating shape test to a larger data set increasing the usefulness of the operating data. 2.4 Scaling of Operating Data. Develop method of scaling the operating data, expanded or raw, to provide further insight similar to that of a traditional experimental modal test. 2.5 Rigid Body Mode Estimation. Develop methods of estimating the component rigid body modes as they relate to the over all system response and are necessary for total system analyses. 2.6 Test Support. Participate in experimental testing conducted at Redstone Arsenal. 3.0 Security. Security requirement for this Technical Instruction is unclassified. 4.0 Government furnished property/government furnished equipment. None. Deliverables. A report will be provided for each task identified in paragraph 2.1 thru 2.6. The models will be delivered in MATLAB and LMS formats as applicable. Award is to be made to the Unive rsity of Massachusetts, Lowell, Lowell, Massachusetts. All responsible sources may submit an offer, which shall be considered by the Agency, if received by July 24, 2007 noon, local time. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Repr esentations and Certifications - Commercial Items, offerors must include a completed copy with the offer or notice that online representations and certifications have been completed; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Cl ause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition.
