Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR 12.6) as supplemented with additional information included in this notice. This announcement constitutes the only solicita tion; proposals are being requested and a written solicitation will not be issued. AMCOM intends to evaluate offers and award a contract without discussion with offerors. However, the Government reserves the right to conduct discussions if later it is de termined by the contracting officer to be necessary. Therefore, offerors initial offer should contain their best terms from a price and technical standpoint. All prosepective offerors must be actively registered in the Central Contractor Registration ( CCR) system. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.html. The solicitation consists of 2 contract line items, one for the item described below and one for freight charges. Description: SALIENT CHARACTERISTICS- Temperature Range: -50 to 180o F ? 2o F Humidity Range: 25 to 95? relative Humidity (RH) in the 20 to 95% temperature range of +68? F to +180? F ? 3% RH User friendly programmable controller (touch screen) heating, cooling, humidity programmable as a function of time. Features to include: User friendly LCD graphical color display/touch screen programmer with simple English language for program entry. Real time clock. Near infinite number of programs and steps. Dual proportional, integral, derivative (PID) control with auto-tune and operator adjustable to match special chamber loading conditions (2-channel capability). State of the art logic circuits automatically select the necessary refrigeration and heating capabilities as well as humidification operating modes, as required to achieve the desired chamber environment. Storage and retrieval of programs and test data from/to floppy drive, local flash disk and/or removal PCMCIA flash card. Separate I/O controller for machine interface, machine diagnostics. RS232 communications. Advanced Ethernet (10/100) communications capabilities using TCP/IP networking protocols. USB port (for data collection of set point temperature and humidity. Actual for air temperature and humidity. Built in limit alarms. Flash disk on chip storage. Microsofts advanced Windows CE" operating system or equivalent. Protocol for control RS or Ethernet. If in use error message to occur, software for administrator override. High/low temperature failsafe. Cascade refrigeration systems. Paperless chart recorder via USB. Main power disconnect. Auto defrost. General arrangement drawing or descriptive literature. Calibration instruction. Operating instruction. Stainless steel interior. 24 gauge galvanized exterior. Safety features to include: High heat safety shutdown switch. The heaters shall be electrically interlocked with the fan motor. The refrigeration system shall have a mechanical pressure relief valve. The refrigeration system shall have high/low pressure safety cutouts. The refrigerant shall be non-toxic and non-explosive. All main power circuits shall have circuit breaker protection. The fans in the chamber shall be covered. Contract will be FFP, FOB Destination, Tobyhanna, PA. Inspection and acceptance to be performed at destination. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, aaplies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items, applies to this acquisition. An evaluation shall be performed to determine if each offer is technically acceptable. In order to determine technical acceptability of offered equipment, each offeror shall submit technical literature or brochures which clearly shows that the manufacturers product meets all of the solicitation requirements. Failure to submit the required technical literature may prevent the offer from being considered for award.
