Description
SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR Microwave Tuner and VME Boards to Rockwell Collins. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Rockwell Collins, 10552 Philadelphia Road, White Marsh, MD 21162. The Sole Source purchase will be for the following (6) commercial items: Line Item 1) The VME BITE Board, Part No. 71013-01 of the PAU shall provide system timing references with oscillator stability of at least +/- 7.5 x 10-8 and shall not exceed less than 1 x 10-9/day oscillator aging over the specified environmental range. Also the BITE Board shall accept 1 pps and 10 MHz external timing reference signals. Additionally, the BITE Board will generate test signals necessary for the calibration and testing of the PAU. (Quantity ? 2) Ship Terms: 90 Days ARO FOB Destination: Edwards AFB, CA 93524 Line Item 2) The VME Intermediate Frequency (IF) Demod Board, Part No. 71012-01 of the PAU shall accept a minimum of two IF signals, a Built In Test (BIT) input, and a Blanking Input. The first IF shall be at 1.0 GHz center frequency with a 500 MHz bandwidth and the second at 160 MHz center frequency with selectable bandwidths of at least 10, 25, and 75 MHz. The IF inputs shall have an input impedance of 50 ohms, SMA female connectors, and can accept signals with a maximum input level of +10.25 dBm without damage to the IF Demod Board. Additionally, the IF Demod Board shall have an IF gain control range of 0 to 60 dB in 1 dB increments. There shall be at least two video outputs, the first being a frequency modulation (FM) input of -1V to +1V for each selected bandwidth and the second shall be a LOG video input 0 to +2V. (Quantity ? 2) Ship Terms: 90 Days ARO FOB Destination: Edwards AFB, CA 93524 Line Item 3) The VME Digitizer Board, Part No. 71445-01 of the PAU shall result in frequency measurement accuracies of no greater that 90% of the bandwidth. The amplitude measurement resolution shall be at least .09 dB and provide an accuracy of +/- 3 dB. The digitization component of the PAU shall be able to measure pulse widths of 100 ns to Constant Wave (CW) at a time resolution of 5 ns and an accuracy of 20 ns. Also the digitization component shall be able pulse repetition intervals (PRIs) of 400 ns to 1 second with a 2.5 million pulses/sec minimum through-put. Also, intrapulse video inputs of amplitude and/or frequency modulation shall be digitized with a 10 bit resolution at a 100 MHz sampling rate. Additionally, the Digitizer Board shall be able to generate pulse descriptor words (PDWs) and perform inter-system chat, emitter tip-offs, and accept emitter library (EDWs) reporting in accordance with the COMSOL system applicable ICDs. (Quantity ? 2) Ship Terms: 90 Days ARO FOB Destination: Edwards AFB, CA 93524 Line Item 4) The VME CPU Board, Part No. MVME5110) of the PAU shall enable control of the instrument via a 100 MBit Ethernet LAN interface, in which shall also be use for data transfer. Additional interfaces shall include, but not limited to, RS-232; RS-422. Also the CPU Board shall perform automatic signal processing and identification capabilities and shall be consistent with the existing COMSOL CS-3001 PAU to shall include, but not limited to: ? Control, Analysis, and Visualization Screens for Amp vs. Freq ? PRI vs. Time Falling Raster ? Detailed Acquisition Display ? Pulse Density Display ? Linear DF Display ? Linear DF Density Display ? Polar DF Display ? Intrapulse Visualization Tool ? PRI Deinterleaving Tool ? BITE Testing Display ? Configuration Display ? Pulse Editing / Accept / Reject Tools ? Emitter Activity Displays ? Scan & Search Displays ? Database Support of at least 10000 Entries ? External Database Interface Support ? Schedule Scan Ranges of Interest ? Schedule Known or Previous Intercepts ? Timed Visitations or Round Robin ? Manual Override w/Near Match Displays Line Item 5) The VME DF Board, Part No. 71092-01, of the PAU shall enable the extension of the PAU to communicate with Rockwell Collins Antenna interface units. Additionally the DF Board synthesizes and provides 2.5 V +/- 1% power to the digitizer board. (Quantity ? 2) Ship Terms: 90 Days ARO FOB Destination: Edwards AFB, CA 93524 Line Item 6) Microwave Tuner (Quantity 1) - This equipment is required to complete the second channel of an existing dual channel system. The purpose of the system is to provide the ability to collect and isolate multiple RF signals in a cohesive manor. The standard operating frequency of the unit is .5 ? 18 GHz in 100 Hz increments with an option to expand the range from .1 ? into the millimeter-wave band (18 GHz +). The units are step tuned and require no more than 25 msec of settling time. The selected tuner must be compatible with the existing analyzer unit and associated software. The unit must provide both a 1 GHz and a 160 MHz IF output for the CS-3001/2 analyzer. The receiver must also provide for either user selectable Automatic gain (AGC) or Manual gain control (MGC) of its IF outputs. The tuner shall provide software control of up to seven (7) user selectable hardware bandwidth filters. The unit shall be capable of accepting a maximum CW signal input of + 20 dBm without damage. The tuners must also provide for AM, FM, Log video demodulation. The unit must include the standard Chebyshev and Gaussian filters with a software selection of the desired filter. Phase noise must be no greater than .65? rms (typically .5?) across the entire frequency range (.1 -18 GHz +), and is phase coherent to either an internal crystal oscillator or an autosensing external 10 MHz reference. The unit must be Ethernet controllable and capable of being switched from local to remote operational modes via front panel interface. The AC power input is typically 120 VAC @ 60 Hz but can accept 90 ? 260 VAC, 47 ? 440 Hz. The internal power supply shall have sufficient output for an optional external millimeter-wave down-converter and preamplifier.
