- The Federal Highway Administration (FHWA) plans to award a sole source purchase order to Image Delivery System, LLC (IDS) to produce electronic files of vintage FHWA historical photos. IDS will transfer photo hard copies electronically to CD format. IDS will use an electronic program that they developed for FHWA. Because of storage issues it is necessary to transfer these photos to CD format. There is great historical value in the electronic acquisition of vintage black and white photos. Because IDS developed this program for FHWA and are the only providers of the program, no other source can provide the required services. This is a Simplified Acquisition and the anticipated award date is on or about July 25, 2007.
