Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with J Craig Venter Institute (JCVI) Inc. for sequencing of 2,000 Kb of Rotavirus RNA,accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-NIAID-7117.. This acquisition will be processed under Simplified Acquisition Procedures (SAP) .The Epidemiology section in the Laboratory of Infectious Diseases at the National Institute of Infectious Diseases has the capability to sequence Rotaviruses, and has recently partially sequenced 10 isolates in preparation of a Rotavirus Sequencing Project (Change in variables will be disruptive to experiment FAR 6.302-1). But the laboratory does not have the manpower and capacity to conduct the laboratory and computational efforts needed at a grander scale to study population based aspects of rotavirus evolution and epidemiology, as this will involve the sequencing of hundreds of viral isolates. For that reason, a commercial sequence vendor is required. The J. Craig Venter Institute/JCVI (formerly TIGR) has the capacity to sequence viral genomes. Recently JCVI has undertaken a grand effort to sequence 1000s of influenza genomes in the context of a NIAID-led project. The service provided is ?soup to nuts? in that it includes all lab and computational elements required to go from purified RNA that we submit to delivery of publishable sequences and submission to Genbank. Our lab will provide primers and assist with the development of a sequencing strategy based on our recent experience with all open reading frames of 10 rotavirus genomes.. The NIAID/DMID program officers who are in charge of the influenza genomics project have been extremely pleased with the sequencing services rendered by JCVI in that comparable project; they have consistently met challenges and delivered in a timely fashion. Therefore we believe JCVI can uniquely meet our sequencing need in the context of our new rotavirus sequencing project. All work for all composite genomes will be inspected and approved by the NIAID/DMID project officer or his designee via the reports and flat files submitted. Acceptance Criteria: will be based upon decisions made by the NIAID/DMID project officer. FOB Point shall be Destination,9000 Rockville Pike Bethesda, MD. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. FAR52.227-14 Rights In Data General; HHSAR 352.224.70 (b)(f) Confidentiality of Information Clause. Award will be based on the capability of the item offered to meet the above stated salient characteristics, including technical evaluation, delivery, price, and past performance.
