- The U.S. Food and Drug Administration intends to award a sole source order to the Hewlett-Packard Co. (HP) to provide HelpDesk tools; maintenance/support and network maintenance, for use in the performance of order HHSF223200650532G with HP for the ORA Consolidated Application HelpDesk (ORCAHD). As the ORCAHD services are listed on HP?s GSA schedule contract, and the HelpDesk tools are not, it is necessary to purchase them open-market. The HelpDesk tools are necessary to support HP?s proprietary systems and processes under the HelpDesk order and, therefore, HP is the only source who can satisfy FDA?s requirements for the Helpdesk tools. The HelpDesk tools will be reflected on the order under Other Direct Costs (ODCs). The period of performance for this requirement is four (4) years, February 1, 2007 through January 31, 2011. The base year for the ORCAHD order and the Helpdesk tools ODCs was February 1, 2006 through January 31, 2007, and the Option Year 1 order for ORCAHD order has been executed. This procurement is being conducted in accordance with FAR 52.217-9, Option to Extend the Term of the Contract. The NAICS code is 541511. This notice of intent is not a request for competitive quotations and no solicitation document is available. However, any firm that believes it can meet these requirements may give a written response within five (5) calendar days from the date of this published announcement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. If no responses are received, the FDA will proceed with the sole source award to the Hewlett-Packard Company, 9737 Washingtonian Blvd, Gaithersburg, MD 20879-7337. The anticipated award date of this contract is on around July 27, 2007. No collect calls will be accepted.
