Description
INTRODUCTION The U.S. Bureau Of The Census is assessing the quantity of 8(a) firms around the country that are able to provide media buying services as described above. The purpose of this Request for Information (RFI) is to help the U.S BOC determine the viability of the 8(a) firms who respond to this request. DESCRIPTION OF SERVICES The Census Bureau requires local media buying services for placing recruitment advertisements in 12 Census defined regional areas. The local media buys will primarily be with traditional recruitment sources such as local newspapers (e.g. classifieds and display ads in county and community newspapers, etc.), out-of-home (e.g. billboards, posters, kiosks, mall and airport displays, bus shelters, street furniture, and other transit advertising), local radio, and local/cable TV and ethnic-targeted media. However, an ever-increasing percentage of potential job applicants will not be reached by these traditional advertising means; thus, the contractor(s) shall also facilitate non-traditional media buys (e.g. Internet advertising and other print publications such as ?Penny Savers,? ?Shoppers,? etc.), as directed. The contractor shall track, monitor, and report weekly on all media buying activities and their associated costs. The contractor may be tasked with providing local media consulting services such as suggesting specific media outlets and providing media placement strategies to reach targeted audiences with limited advertising dollars. The contractor must have relationships with local media outlets enabling placement of the ads. DESCRIPTION OF INFORMATION REQUESTED Respondents should submit information about their company that will provide the BOC insight into their capabilities. Information describing your past experiences with the federal government, examples of advertisements you have placed, work you have completed outside of your local area, how you typically price your services, your accounting/ invoicing procedures, your ad monitoring procedures, and any other information pertaining to your ability to place ads in a multitude of media outlets. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
