- The U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS, intends to negotiate with JSTOR, New York, NY, on a sole source basis under the authority of 41 U. S. C. 253 ( c) (1), only one responsible source. It is believed that only this entity can satisfy the agency requirement to provide electronic archive of learned societies. The collections on are: Arts & Sciences I & Arts & Sciences Complement, Biological Sciences Collection, Business Collection, Health & General Sciences Collection, and Math & Statistics Collection. These collections are fully browsable and searchable electronic archives of the complete back issues of key scholarly journals. Over 600 titles are the core scientific collections needed for research support. These titles enable NOAA to move closer to the goal of a single source for information and electronic access for all employees. This procurement is being issued per FAR Part 13 Simplified Acquisition Procedures (NTE$100K) code 519120. Interested persons may identify their interest and must demonstrate their capability to be considered for this opportunity. This is not a request for Competitive proposal. No competitive solicitation is planned, information submitted in response to this notice will be used solely to determine whether or not to open up for competitive procedures.
