Description
The U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS intends to negotiate with the University of Maryland, Baltimore MD., on a sole source basis, under the authority of 41, U. S. C. 253 ( c ) (1), only one responsible source. It is believed that only this entity can satisfy the agency, requirement to provide scientific and technical expertise services for the Task Title: Fast Radiative Transfer Modules for Cross-track Infrared Sounder CrIS. This Task will develop the capability to compute thermal radiances from a geophysical state using a rapid transmittance algorithm (RTA). These algorithms must be functionally and spectroscopically compatibility with the Atmospheric Infrared Sounder (AIRS) and the Infrared Atmospheric Sounding Interferometer (IASI). Task 1) Develop an upgrade to the Pre-launch RTA for all the CrIS channels. This RTA will have recent improvements that have been made to support AIRS and IASI. These include non-LTE correction and variability for all trace gases in the AIRS RTA (CO, CH4, CO2, HN03, N20, S02). We expect this RTA to be augmented with any changes to the planning for CrIS, such as apodization function, channel centers, of ILS shape. That is, this RTA should be as close to the launch configuration as possible, Task 2) Develop an upgrade to the post-launch infrared Atmospheric Sounding Interferometer IASI TRA including all of the upgrades included in Task 1. This RTA will be utilized as a risk reduction for the CrIS Interferometer, specifically to be used in performing simulation experiments of the Crls channels from the real IASI radiances to demonstrate the expected performance of this suite of satellites. The delivered RTA)s) under this task must be compatible with the methodology and spectroscopy developed for the AIRS RTA?s and be suitable for design and development of the IASI and Cris product systems. This means that the format of the coefficients and fitting functions must be reasonable close to the expectation of what will be used with the post-launch CrIS processing. This procurement is being conducted per FAR Part 13, simplified Acquisition Procedures (NTE$100K) Interested persons may identify their interest and demonstrate their capability in order to be considered for this opportunity. This is not a request for Competition. No competitive solicitation is planned, information submitted in response to this notice will be used solely to determine whether or not to open up for competitive procedures. Note 22 applies.
