- The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled Avian Influenza Trailer Site Preparation and Utilities at USDA-ARS-MWA-National Animal Disease Center (NADC), Ames, IA. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work for the installation of four modular animal trailers at three different sites (two at South Site number 1 and one at each of the two remaining locations - South Site number 2 and North Site number 1). The modular animal trailers shall be furnished and will be set at each site by the Government. The intent of this project is to provide all work required to prepare each site for the animal trailers and provide all utility installations for electrical service, waste removal service and water service to each animal trailer. Site preparation includes but is not limited to concrete pads designed to support the animal trailers and all backfill, excavation and grading work to provide properly controlled drainage away from the animal trailers. The period of performance is 175 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $250,000 to $500,000. SET-ASIDE: This acquisition will be procured as a full and open competition under the Small Business Competitiveness Demonstration Program. All responsible Businesses may submit an offer which shall be considered by the agency. The NAICS code is 238910 and the annual size standard is 13 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-17. Solicitation No. AG-5114-S-07-AA12 is scheduled for uploading on or about July 26, 2007. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. This will be the only opportunity to visit the job site prior to submission of bid. Sealed bids will be due by 2:00 PM on August 28, 2007. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
