Description
Base Wide Sewer, Water and Gas Repairs at Charleston AFB SC: estimated magnitude of this project is between $1,000,000 to $5,000,000 per year. The contract for these services will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one base year and four option years. The work required will consist of providing all materials, equipment and labor to perform the repair and/or replacement of existing sewer, water, gas, sanitary sewer distribution systems in need of updating, and to perform emergency sewer repairs. All labor, vehicles, equipment, tools materials, supervision and other furnished property and services except as specified in the contract as Government furnished property will be provided by the contractor. A fixed price contract is being contemplated. This action shall be considered for 100% set aside for SDVOB, HUBZone, or 8(a) small business concerns. If two or more qualified firms respond and meet requirements, this project shall be set aside. If adequate interest from small businesses is not received, then the solicitation shall be issued unrestricted, using the HUBZone Preference Program. A determination will be made before issuing the solicitation on whether or not the project will be SDV, HUBZone, or 8(a) set aside project. Interested businesses should indicate interest to the contracting officer, in writing, as early as possible, but not later than 10 calendar days of this notice. As a minimum, provide the following information: (a) a copy of certification of your qualifications as a SDV, HUBZone, or 8(a) concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested small business concerns. Failure to submit all information requested may result in a contractor not being considered for set-aside. If adequate interest is not received from SDV, HUBZone, or 8(a) small business concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns. The applicable North American Industry Classification System (NAICS) code is 237110 with a small business size standard of $31,000,000. It is anticipated the solicitation will be issued electronically on or about 25 June 2007 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
