Description
Notice of intent to negotiate a sole source contract with Northrop Grumman Space & Mission Systems Corp., EFT #1, located at 1475 East Harry Sheppard Blvd. San Bernardino, CA 92408-0138. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Missile Defense Agency (MDA) intends to award a sole source contract to Northrop Grumman Space & Mission Systems Corp. under the authority of 10 U.S.C. 2304(c)(1) and in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The associated NAICS code for this procurement is 541990. This is not a Small Business Competitiveness Demonstration Program, nor a set-aside program. The closing date for this combined synopsis/solicitation is July 26, 2007, 4:00 pm ET. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-17. The SMC DET 12/PK Contracting Division, Kirtland AFB, NM, competed and awarded contract FA8818-06-D-0020 to provide rocket motor Advisory and Assistance Services (A&AS) to Northrop Grumman & Mission Systems Corp., located at 1475 East Harry Sheppard Blvd. San Bernardino CA 92408-0138. The contract provides for technical, engineering and analytical services supporting various DoD rocket motor programs in requirements generation, planning, budgeting, acquisition, system engineering, and mission assurance. However, the current contracting office will no longer be responsible for the A&AS requirement that supports the MDA's Flexible Target Family (FTF) missile assets for the period of performance from October 1, 2007 through December 31, 2010. The MDA will assume all responsibilities for the administration and re-awarding of this requirement under a MDA contract. Therefore, the MDA intends to award a contract to Northrop Grumman & Mission Systems Corp., the incumbent contractor, on a sole source basis for the FTF A&AS requirement. This contract will contain the same scope, prices, terms and conditions as the current contract. As a result, this action reflects an administrative reassignment of the work scope from the existing contract to a new MDA contract instrument. MDA anticipates the award of an Indefinite-Delivery Indefinite-Quantity (IDIQ) type, cost plus award fee contract for A&AS support in its mission to develop the FTF LV-2 and STARS/C4 Hybrid launch vehicles (SC4H) and C-4 Reuse program for the MDA's Targets and Countermeasures program. This A&AS support consist of technical program support through planning, studies and analysis, recommendations for problem resolution, oversight, data review and associated system engineering support tasks necessary to support MDA's FTF missions. This will be a fully loaded fixed hourly labor rates, with a period of performance of three years and three months from October 1, 2007 to December 31, 2010. The contract will contain five (5) line items: 0001 for Labor, 0002 for Material, 0003 for Other Direct Costs, 0004 for Data and Reports, and 0005 for Award Fee. This notice of intent is not a request for competitive proposals because the previous contracting office already competed this requirement. However, the Government will considered all responses received within 15 days of this notice. The applicable NAICS code is 541990. The determination to proceed on a sole source basis is solely within the discretion of the Government.
