NAICS Code: 54181 Provide labor and materials for the advertisement of EPA Lead Poisoning Outreach Program in the production of Coffee Cups Sleeves advertisement in accordance with the below-noted Statement of Work. Statement of Work-- I. TITLE: Coffee Cup Sleeve Campaign to Promote Pre-Renovation Education II. PERIOD OF PERFORMANCE: October 1 - October 31, 2007 III. BACKGROUND: To fulfill its role in implementing Title IV of the Toxic Substances Control Act, the Environmental Protection Agency developed the pre-Renovation Education (PRE) rule which requires persons performing renovation of housing built before 1978 and who receive compensation for such work to provide a lead hazard information pamphlet to the owner and occupant of such housing prior to commencing the renovation. This rule was intended to address hazards created by conducting renovations which may result in lead poisoning in young children. In 2007, there is a broad universe of contractors who are still unaware of their obligations to comply with the PRE rule. In addition, today there are a substantial number of families with young children who are unaware of their rights (in regards to lead notification) when dealing with contractors. This contract is designed to utilize an innovative approach to promoting the PRE rule by giving consumers of coffee an option to call the national lead hotline for more information. IV. SCOPE: The contractor shall provide the necessary personnel, resources, facilities and equipment, except as such facilities and equipment may be set forth as government furnished, and otherwise do all things necessary to design, produce, distribute and place coffee cup sleeves in a network of cafes in specific target city areas as identified in this statement of work. In addition, the contractor will develop and implement an audit system to ensure product is delivered to intended locations (cafes) and properly placed, and maintained in-stock during the entire reporting period. The purpose of this campaign being conducted during October, Children's Health Month, is to use a frequently used medium (coffee cup sleeves) to notify consumers about the potential dangers posed by renovations conducted in pre-1978 homes in areas where there is a higher prevalence rate of childhood lead poisoning. V. TASKS AND DELIVERABLES The task order project officer (TOPO) will review all deliverables in draft form and provide revisions and/or comments to the contractor. The contractor shall prepare the final deliverables incorporating the TOPO's comments. Contractor shall provide the TOPO with both electronic and sample hard copy versions of all deliverables. TASK 1: The contractor shall attend one (1) scoping meeting with USEPA representatives to refine the purpose and objectives (if necessary) and to discuss the statement of work. The scoping meeting can be held either in person or via teleconference and shall be held at a mutually agreeable location and time one (1) week after contract award. TASK 2: The contractor shall design and submit to EPA a sample coffee cup sleeve with a content and logo prescribed by USEPA representatives. The coffee cup sleeve must be made from recycled material and display a symbol indicating that recycled material was used. TASK 3: For October 2007, the contractor shall produce (via 4-color process), ship (distribute), and ensure proper placement of a minimum of 400,000 coffee cup sleeves to a minimum of 150 different cafes in target city areas listed below. In addition, to ensure proper quality control, the contractor shall implement an audit system (both phone and in-person audits) whereby the contractor can determine if there are any problems with shipping, placement, utilization, etc. and implement a procedure for addressing those issues. Target City Areas: Baltimore, Philadelphia, Washington, D.C., Harrisburg-Lancaster-York, PA, Norfolk-Virginia Beach, VA, Wilmington, DE, Richmond, VA Roanoke-Lynchburg, VA TASK 4: The contractor shall submit preliminary list of cafes to TOPO for review, comment, and approval. TASK 5: The contractor shall submit to the TOPO for review, comment, and approval, a written audit procedure for assessing program effectiveness and addressing issues identified during audits. TASK 6: Within 30 days after completion of the campaign (project), the contractor shall provide the TOPO with a draft report including shipping records/drop off logs/delivery confirmations for coffee cup sleeves, audit reports (showing results of audits), information on number of sleeves actually distributed, number and names of cafes participating, and coffee cup sleeve utilization rate (if available). TASK 7: Within 15 days after receiving comments on draft report, the contractor shall provide the TOPO with a final report incorporating all comments received on the draft. VI. SCHEDULE FOR DELIVERABLES: The contractor shall provide the following specific deliverables to the EPA TOPO: TASK 1: Scoping meeting to refine purpose and objectives and review statement of work. 1 meeting or teleconference; due 1 week after award. TASK 2: Submit draft coffee cup sleeve to EPA for review, comment, and approval. 1 hard copy and 1 electronic copy; due 45 days after completion of Task 1. TASK 3: Produce, distribute, and place coffee cup sleeves in cafes. 400,000 sleeves min. 150 cafes; due by September 15, 2007 or early enough to have distribution through the entire month of October 2007. TASK 4: Submit preliminary list of cafes to EPA for review, comment, and approval 2 hard copies; due 30 days after completion of Task 1. TASK 5: Submit for review, comment, and approval a written audit procedure for assessing program effectiveness and addressing issues identified during audits. 2 hard copies; due 30 days after completion of Task 1. TASK 6: Submit draft report 1 hard copy; due 30 days after completion of project. TASK 7: Submit final report 2 hard copies; due 15 days after receiving comments on draft report. VII. ACCEPTANCE CRITERIA: Key performance benchmarks include: Achievement of a minimum 95% utilization rate of coffee cup sleeves. Maximum 1 day "out of stock" status of coffee cup sleeves. Distribution of minimum of 400,000 coffee cup sleeves to a minimum 150 cafes. This acquisition is being conducted under Acquisition of Commercial Items FAR 12. Firm Fixed-Price contract with anticipated award date on or about August 13, 2007. BASIS OF AWARD WILL BE ON LOWEST PRICE TECHNICALLY ACCEPTABLE.
