- Description
- The United States Air Force intends to negotiate sole source with Motorola, US Federal Markets Division, Columbia, MD for complete integration and full functionality as listed: 1. Personal screen configuration based on user's log in. No matter what console the operator will access, they are granted the same privileges and screen orientation. 2. Maintain sufficient telephone lines (at least two) with one having immediate precedence access to the DSN and commercial lines. 3. Have audio patching ability between telephone and radio, radio to radio. 4. Each operator position must be able to access six 911 telephone lines and eight other emergency lines. All lines must be recorded to provide access for missed or garbled communications and to support legal requirements. 5. Each operator position must monitor six trunked radio talk groups on the LAFB TLMR system. All of these talk groups must be recorded to provide access for missed or garbled communications and to support legal requirements. 6. WHMC must also be prepared to interface with the city of San Antonio for emergency response therefore the console system must be able to interface with city of San Antonio's wide area radio network. This channel must also be recorded to provide access for missed or garbled communications and legal requirements. 7. The Central Electronics Bank (CEB) shall be able to support two operator positions, one conventional channel, 14 telephone lines (including 911 lines), and logging recorder capability for up to 24 channels, and interfaces to the LAFB TLMR system. 8. The CENTRACOM Elite server shall support the console positions. 9. Each operator position shall include touch screen flat panel LCD monitor. 10. gooseneck microphone 11. six wire headset interface 12. foot switch for hands free operation 13. One console will be designed at the supervisory or primary console position. 14. Logging Recorder- install a 24 channel logging recorder. The logging recorder must be placed so that either operator can access the system form their console. The logging recorders shall be able to record both conventional and Trunked radio traffic, 911 telephone lines, and regular telephone lines. This purchase will be made under simplified acquisition procedures and Other than Full and Open Competition as authorized by FAR 6.302-1. The anticipated award date is July 30, 2007. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on only one source holding proprietary data rights to the equipment needed to fully meet the requirements for this project. Responses to this notice are solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
