- SELF-DEPLOYING INFRARED STREAMERS: Langley AFB, VA intends to negotiate a non-competitive, sole source, commercial purchase order with Rescue Technologies, Inc. to provide self-deploying infrared streamers to bases located throughout the United States and several overseas locations as required. The streamers will be used as a component of the ACES II ejection seat survival kit. The streamers will be used in lieu of the rescue streamer that is currently listed in T.O. 14S1-3-51 (Operation and Maintenance Instructions for Survival Kit Components and Survival Kit container assembly MD-1, ML-3, ML-4 SRU-16/P, PSK, and A-16 Sled). There is currently no known contract for services to provide the self-deploying infrared rescue streamers to the Air Force. This procurement is authorized in accordance with 10 U.S.C. 2304 (c) (1). The proposed solicitation is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. No solicitation document exists. Telephone requests will not be honored. A determination by the government to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
