- The Southern AZ VA Health Care System (SAVAHCS), 3601 S. 6th Ave., Tucson, AZ intends to negotiate a sole-source procurement in accordance with FAR Part 6.302- 1, with the Templeton readings, LLC for Radiology Interpretations during after-hours coverage (nighthawk hours, weekends, and Federal Holidays) to service emergency and urgent demands. The interpretations are mainly for preliminary reports. The Contractor shall provide the necessary equipment for the required Teleradiology Services and shall provide a network of highly experienced, Board Certified (with preference for Fellowship-trained) Radiologists with a wide spectrum of sub-specialties experience with advanced HIPAA compliant technology. The Contractor shall perform the functions required in accordance with the rules of medical ethics, Federal, State and local laws, rules and regulations, Joint Commission for Accreditation for Hospital Organizations (JCAHO), and American College of Radiology (ACR) for communication and Teleradiology. The Contractor-supplied equipment shall compliment the existing SAVAHCS modalities: CR readers: FujiFilm FCR 5000 x 2; CT Scanner: Picker PQ 6000 and Siemens Somatom Sensation 4; MRI Scanner: Edge Eclipse; Ultrasound: Philips (ATL) HDI 5000 x 2; and Nuc. Med: Picker Axis. Contractor shall post via encrypted Internet site with connectivity to the VA Network. Contractor is held responsible all costs associated with connectivity to VA System, to include configuring the system for connectivity to the VA and/or any further costs incurred at the Contractors site. Transmission of reports shall be secured through establishment of a VPN connection compatible with the VA VPN Client. SAVAHCS estimates a total of 800 cases per year for interpretations mainly on CTs and Ultrasounds, while others may include MRIs, Nuclear Med, and occasional Plain Films. The Contractor shall have a quality monitoring program and shall agree to comply with the requirements for meeting the JCAHO standards as outlined in the SAVAHCS program. NAICS for this requirement is 621111. This notice of intent is NOT a request for competitive quotes; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 7 calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the firm's capability of working on the specified equipment and ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the SAVAHCS will proceed with the sole source negotiation with Templeton Readings, LLC.
