Description
This is a Request for Information (RFI) intended to identify solutions, technologies, and best practices that will allow the implementation of a single or multi-vendor Enterprise Web Gateway for the Department of Justice (DOJ) that will meet the needs of the Department's wide ranging business functions and organizational distributions. The system will be located at the Department's Rockville Data Center (RDC) and will be based on the use of web proxy servers to enforce acceptable network use policies of the DOJ and to provide security, protection against malware/spyware, and web caching services. This RFI is issued for information and planning purposes only, and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. The purpose of this RFI is to obtain information that may lead to a Department-wide Enterprise Web Gateway solution. Specifically, this RFI is seeking submission of product/solution/best practice descriptions that would allow DOJ to make an informed decision on how to proceed with the identification, selection and implementation of single or multi-vendor Commercial Off-the-Shelf (COTS) products. The purpose of these COTS products is to provide a common solution that can be centrally managed with a minimum of customization and leveraged by all DOJ Components, while minimizing the cost to acquire and operate. The government encourages creativity and forward thinking in response to this RFI. Currently, DOJ is using a suite of software-based COTS applications that provide web page caching, Uniform Resource Locator (URL) filtering of web content (including malware and spyware), and antivirus (AV) scanning of web traffic out of a centralized data center for approximately 100,000 DOJ users. The Department is seeking to replace these software-based products and the hardware they run on with security-hardened, appliance-based products from a single or multiple vendors. The Enterprise Web Gateway solution shall require a minimum of customization, and rely on the manufacturer's ability to provide secure and reliable updates to the URL filtering and AV signatures used to manage the solution. The solution will consist of single or multi-vendor security-hardened appliances used to block offensive web content, intercept computer viruses and other hostile content (malware and spyware) served from remote web pages, and cache certain web content to increase internet bandwidth efficiency.
